The fascias of <br />some vinyl- and aluminum -sided houses are covered with the same materials. <br />Required <br />The existing shape and type of materials of the roof shall be retained. All architectural features, which give the roof its <br />essential character, shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and <br />weather vanes. <br />Recommended <br />The original shape and materials of the roof should be restored. Particular effort should be made to retain materials <br />such as slate, tile and other unique materials not commonly found in new construction. Roof covering which is <br />deteriorated beyond repair should be replaced with new material that matches as closely as possible the original in <br />composition, size, shape, color and texture. Gutters and downspouts are often a necessary adjunct in order to prevent <br />deterioration of the structure; they should be maintained whenever possible or replaced with a style comparable and <br />suitable to the architectural period. <br />Prohibited <br />Nothing shall be done to change the essential character of the roof as viewed from a street by adding architectural <br />features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The roof shall not be <br />stripped of architectural features important to its character. <br />Not Recommended <br />Overhanging eaves, soffit, brackets and gables should not be covered or enclosed when adding siding to a building. <br />STAFF RECOMMENDATION: Staff recommends approval of the re -roof with the Architectural shingles and the <br />installation of the gutters around the house. <br />On a motion by Todd Zeiger with a second by Lynn Patrick <br />Vote: 5 -0 <br />COA 2010 -0816 was approved with a unanimous vote. <br />Chair moves to suspend rules and charge Lynn Patrick with chairing this project with a <br />second by Lynn Patrick <br />Motion carries by more than two- thirds. <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: August 19, 2010 <br />Application Number: 2010 -0819 <br />Property Location: 617 Park <br />Architectural Style/Date /Architect or Builder: 1890 /Gabeled -ell <br />Property Owner: Leslie and Timothy Klusczinski <br />Landmark or District Designation: Chapin Park LHD <br />Rating: Notable <br />DESCRIPTION OF STRUCTURE/ SITE: This is two storey clapboard Gabled -ell with corner boards and frieze set <br />upon a brick foundation. The roof is a steep gable with side gable and bays with rake boards with moulded cornices <br />covered with asphalt shingles. There is a half wide porch with concrete floor and metal supports and railings. The <br />windows are 1/i double hung with moulded entablatures. There is a wood panel front door with moulded entablature <br />and leaded mullions in the side lights. <br />ALTERATIONS: The front porch, railings, supports and steps are replacements. The wood two car garage has been <br />demolished. <br />APPLICATION ITEMS: Install a hot tub with roof cover ensemble I lx11x9 at the rear of the house. <br />DESCRIPTION OF PROPOSED PROJECT: The homeowner proposes to situate free standing hot tub surrounded by <br />wood roofed enclosure with sliding doors, a bar and stools. This will be located at the rear of the house per site plan <br />submitted. <br />STANDARDS AND GUIDELINES: <br />Chapin Park Local Historic District Guidebook <br />C. SHEDS AND ACCESSORY BUILDINGS <br />Required <br />Sheds and accessory structures (gazebos, decks, doghouses, playhouses, fountains and small reflecting pools, outdoor <br />sculpture, children's play equipment, etc.) shall be located at the rear of <br />the property and as unobtrusively as possible while preserving historical relationships between the buildings, landscape <br />features and open spaces. Proportions and materials shall conform to those required for new construction. <br />Recommended <br />Accessory building designs should be compatible in character and mood to the residence and the <br />neighborhood. <br />Prohibited <br />
