r <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: July 28, 2010 <br />Application Number: 2010 -0723 <br />Property Location: 944 Riverside Drive <br />Architectural Style/Date /Architect or Builder: Dutch Colonial Revival/1903 <br />Property Owner: David Betson and Jennifer Warlick <br />Landmark or District Designation: Riverside Drive LHD /Chapin Park NR <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: The 2 %Z storey frame house has an irregular plan and is set <br />upon a stone foundation. It has a gambrel roof with gabled returns and a gabled dormer projection covered <br />in asphalt shingles. The walls are Aluminum sided. The windows appear to be original 3/1 on the second <br />floor and multi -paned on the first floor all with aluminum storms. There is an open porch with stone <br />pillars, piers and knee walls and wooden arches above the openings. <br />ALTERATIONS: The house is aluminum sided. The Aluminum was removed from the porch and the <br />wood porch features restored along with the addition of porch gutters with COA #2004 - 0702 -2. An Oak <br />tree was removed with COA #2004 -0629. The house was re- roofed with a staff approval on 7/18/91. All <br />93 windows have aluminum storm windows. <br />APPLICATION ITEMS: Remove non - original aluminum siding on 2nd floor this year (first floor at <br />later time), repair and restore roof to original Dutch Colonial and completely tear off and re -roof with <br />Landmark shingles on gables of dormers. Will use the existing wood shakes /clapboards if in good repair <br />but if not will restore /replace with appropriate (similar) fiber cement product to match original siding. <br />Remove hickory tree in side yard which has died. Will not replace because the area already has a <br />significant number of trees. Remove dogwood in southeast corner of lot that is dead/dying and replace <br />with other suitable tree or shrub. <br />DESCRIPTION OF PROPOSED PROJECT. The homeowner wishes to remove the aluminum siding <br />application on the second floor to restore the original Dutch Colonial roofline and the original wood <br />siding features on the second floor walls. He proposes restoring the wood siding if it is possible or <br />replacing it with a fiber cement board (Certainteed siding material and roofing materials) to match the <br />original. He is also considering the possibility of using all wood siding replacements. He really won't be <br />able to determine which route to take until the siding is removed and the original surface evaluated. He <br />also proposed a complete tear off and re -roof with architectural shingles of the entire roofing system. The <br />homeowners wish to remove dead and dying trees in the yard but replace only the dogwood with a tree or <br />.shrub in the southeast corner of the yard. <br />STANDARDS AND GUIDELINES: <br />B. BUILDING SITE LANDSCAPING <br />AND ACCESSORIES <br />Individual properties in the district are characterized by a house located in the center of a flat lawn, often divided by <br />a walk leading to the front entrance. Several of the residences are sited on two or more building lots; however, the <br />preponderance of the homes have been erected on a single lot. Most of the properties include a double garage, <br />usually located at the rear of the property. The majority of garages are accessed from straight driveways leading <br />from the main thoroughfare, while a few are accessed from the alley. There are also a few homes with a covered <br />carport located at the rear of the property, as well as a few with circular driveways. Driveway and sidewalk <br />materials include concrete, asphalt and brick All of the properties have trees and most have trimmed shrubbery <br />and/or hedges. Most of the houses conform to a uniform setback line within each block. _ <br />
