Date: April 1, 2010 <br />CERTIFICATE OF APPROPRIATENESS <br />Application Number: 2010 -0401A <br />Property Location: 2300 Portage <br />Architectural Style/Date /Architect or Builder: Craftsman/1900 /Claude K. Howell, Architect <br />Property Owner: Stonemor Indiana LLC <br />Landmark or District Designation: Local Landmark <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: The Riverview Cemetery Gatehouse is a two - storey structure <br />with an irregular plan and stone foundation. The walls are rough -cut, irregularly coursed, fieldstone walls <br />with wood paneled gables. The wood gable ends have horizontal, vertical and diagonal half timbering. <br />The roof is covered in red slate, gabled in shape with gable intersects, a front gable dormer and a gabled <br />porte - cochere. The structure also has projecting wooden eaves and open rake. The building boasts a <br />wraparound veranda with Doric half columns, rough cut stone balustrades with stone cap and a porte- <br />cochere set at a 45 degrees angle to the main body of the structure with an open eave gabled roof curved <br />brackets and vertical slats. The windows are double hung wood sash on the first floor and double hung <br />sashes with diamond pattern in the top sash of the second floor. The windows also have stone lintels. The <br />gatehouse also has oval windows set into the curved south wall on either side on the chimney and a glazed <br />wood frame double front door. The Gatehouse is situated between curvilinear drives at the main entrance <br />of the cemetery on the east side of Portage Avenue. There is the remaining half of the granite curved wall <br />with limestone post caps that originally supported the iron main gate securing the entrance. <br />ALTERATIONS: There have been inappropriate repairs to the ridge of the south roof. The storm <br />windows are missing on the structure. The deteriorating brick chimney in the rear kitchen/utility wing of <br />the structure has been covered with a concrete coating as has the foundation. This coating is deteriorating <br />as well. <br />APPLICATION ITEMS: Bartow Builders Contractor for StoneMor Partners, L.P. states: See <br />attachments/Plans. We will have exact mortar combination mix for wall repair for committee review <br />meeting. We are researching yet. <br />DESCRIPTION OF PROPOSED PROJECT. Please see attached detailed explanation with photographs <br />and product information. Bartow Builders has been retained by StoneMor Partners to rehabilitate and repair <br />the Gate House and Stone Entrance Wall at Riverview Cemetery. StoneMor also wishes to create a <br />concrete handicap ramp ( #6) from the Porte Cochere (referenced as car port) to the main entrance with the <br />railings set into the concrete. This will necessitate an additional step ( #6) to the front entry. This will step <br />will be recycled from the limestone step currently in the rear of the building that is proposed for <br />replacement with concrete. <br />The re- building and restoration of the remaining section of the original Entrance Wall will include the <br />removal of the near by trees and shrubbery because their root systems are undermining its foundation. <br />More appropriate replacement landscaping selections will prevent this in the future. <br />STANDARDS AND GUIDELINES: <br />B. Treatment <br />Treatment shall be defined as any change of surface materials that will not alter the style or original form. <br />Such improvements include re- roofing, glazing, or landscaping lawns and may involve a change that can <br />potentially enhance or detract from the character of he landmark. A treatment change of any surface <br />whether on the landmark or in its environment may require a Certificate of Appropriateness if it <br />significantly alters the appearance of the landmark. Although these kinds of changes may not require a <br />Building Permit, a Certificate of Appropriateness may be necessary. The commission should review the <br />proposed treatment for character and style consistency with the original surfaces. <br />C. Renovation and Additions <br />Renovation is the modification of a structure, which does not alter the general massing while and addition, <br />is a change in mass. A modification, which involves the removal of a part of the landmark, should be <br />considered under demolition (see demolition). <br />Additions to landmarks should not detract from the original form and unity of ht landmark and should not <br />cover singular examples of architectural detail. Additions to landmarks should be added in a manner that <br />does not disrupt the visible unity of overall appearance of the site. The proportions, materials and ratios of <br />the existing structures should be carried through in the additions. Care should be taken not to change or <br />alter the following: <br />1. Structure — Necessary structural improvements, where safety demands should be accomplished in such <br />a way as to cause minimal visual change to the original style and construction. <br />7 <br />
