PUBLIC HEARING: <br />A. CERTIFICATE OF APPROPRIATENESS <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: March 31, 2010 <br />Application Number: 2010 -0326 <br />Property Location: 1033 Riverside Drive <br />Architectural Style/Date /Architect or Builder: Bungalow /1920 <br />Property Owner: Lorri J. Wright <br />Landmark or District Designation: Riverside Drive LHD <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: One and half storey bungalow on an irregular plan with side <br />brick chimney set upon a concrete foundation. The walls are wood shingling. The gabled roof has exposed <br />rafter tails and asphalt shingles. There is an open front porch with brick piers and walls and a gabled roof. <br />All of the windows are original double hung with a series of three fixed single pane windows on the west <br />side of the house. <br />ALTERATIONS: The survey card notes fiber shingled siding and aluminum storm windows. There is a <br />non - original deck with a hot tub at the rear of the house. The storm doors are also replacements. <br />APPLICATION ITEMS: Wheelchair ramp off of back deck to run along side of house. Current resident <br />has no means to enter or exit the house at this time without assistance. (Proposed ramp to front sidewalk <br />will not be done at this time.) Please see attached letter 26 March from homeowner and Governor Daniels <br />(Exhibits A &B). <br />DESCRIPTION OF PROPOSED PROJECT: The homeowner has included a site plan from a Previous bid <br />on this project (Diagram 1) that accurately reflects the location and modified scope of the ramp. The ramp <br />will be located behind the bay widow at the east side of the house towards the rear. See Photographs <br />#1 & #2. The proposed ramp, platform and balusters will be complaint with ADA Standards. It will be <br />constructed from stock treated lumber: 2 "x8" and 2 "x 6" planking for the deck, 3 "xl" railings, 1 "x 1" for <br />the balusters and 4 "x4" for the posts. The ramp will attach to the deck and will be supported by posts that <br />will be set into the ground with concrete. It will be a functional design. Mr. Richard Simers will not be at <br />the meeting as he lives 250 miles from South Bend. He has faxed copies of ramps that he has installed but <br />they did not reproduce clearly and are available in the Office for inspection prior to the meeting. They will <br />be circulated at the meeting as well. <br />STANDARDS AND GUIDELINES: <br />III. NEW CONSTRUCTION <br />
