March 2b, 2010
To the Members of the Historic Preservation Commission of South Bend & St. Joseph County,
Mr. Erik Zagorac resides in my property at 1033 Riverside Dr. and uses an electric wheelchair for all
mobility. He has lived at this address since November of 2008 and plans to reside therefor as long as
possible. Mr. Zagorac has been unable to enter or leave the residence independently since moving in.
He and I (the owner) have explored many avenues to construct ramps to enable this since his moving in.
He has been turned down twice by Medicaid to have the ramps built.
Just this month, March 2010, Mr. Zagorac was appointed I y the governor of the state of Indiana to
serve on the Indiana Council on Independent Living. (See included letter.) It is now imperative that Mr.
Zagorac be able to gain entrance and exit of the property independently in order to attend council
meetings and attend to council business, not to mention for his own safety.
Since we are unable to afford to privately pay for this ramp and Medicaid has turned the application
down on two occasions, the Council, itself, has arranged to build this ramp through private donations,
but will be using the plans of the original estimating contractor prior to the Medicaid refusal which are
the ones included in the application.
We ask that this application for a Certificate of Appropriateness be considered with all possible haste.
Thank you for your time and consideration in this matter.
Sincerely,
r
Lorri J.
0
