STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: September 1, 2009 <br />Application Number: 2009-0901 <br />Property Location: 1043 Riverside Drive <br />Architectural Style/Date/Architect or Builder: Shingle/1908 <br />Property Owner: Michael Neises <br />Landmark or District Designation: Riverside Drive <br />Rating: Notable <br />DESCRIPTION OF STRUCTURE/ SITE: - The property at 1043 Riverside consists of a 2 1/2 storey <br />frame home set upon a square floor plan with a two stall garage situated at the rear of the property along a <br />north/south alleyway and bounded on the south by an east/west alleyway. The house is set upon a <br />concrete block foundation. The walls of the house are wood shingle with board trim. The roof is a high <br />hip has a right gable projection with gable returns. The roof is covered with asphalt shingles. There is a <br />full width front porch with shingled posts and walls. The windows are 1/1 double hung. There is a nine <br />pane attic window in the gable. The two stall garage has wood flush siding and low hipped roof, there are <br />2/2 windows on both the east and west side; a pair of restored original sliding doors on the east stall and <br />an overhead door on the west stall opening. <br />ALTERATIONS: The aluminum storm windows have been added on the house. In 2003 the entire <br />garage was repaired and restored (COA#2003-0515-2). The overhead door on the garage is a replacement. <br />A new roof was installed with COA#2005-0623-04. The fencing is not original to the house. <br />APPLICATION ITEMS: 1. Relocate Garage Door from cross alley access to back alley access with a <br />new 14' garage door opening. 2. Take existing siding from back and enclose existing garage door <br />opening. 3. Remove concrete driveway and replace with grass and flower beds. <br />DESCRIPTION OF PROPOSED PROJECT: The homeowner wishes to remove the wood siding on <br />the rear of the garage to install a new windowless paneled garage door (Exhibit A), The non original <br />overhead door currently on the front of the garage would be removed and replaced with the wood siding <br />from the rear (Exhibit B) and single entry door salvaged from the house would be installed. The concrete <br />drive area will be removed and grass and flowers planted. A wooden privacy fence to match the current <br />one in the rear will be installed at a later date and is not part of this COA. <br />STANDARDS AND GUIDELINES: Riverside Drive <br />C. WINDOWS AND DOORS <br />Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and <br />brick lintels. Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of <br />wood or aluminum. <br />Required <br />Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, <br />hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the <br />original. <br />Recommended <br />Wood frame storm windows and doors painted to match the original should be used but should not damage existing <br />frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. <br />When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings <br />are used they should be of canvas material. <br />Prohibited <br />Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New <br />window and door openings which would alter the scale and proportion of the building shall not be introduced. <br />
