1 <br />Date: <br />Application Number: <br />Property Location: <br />Architectural Style/Date <br />Property Owner: <br />District Designation: <br />Rating: <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />08/27/2009 <br />2009-0826 <br />1067 Riverside Drive <br />American Foursquare/1908 <br />Roman Sysyn <br />Riverside Drive <br />Contributing <br />DESCRIPTION OF STRUCTURE/ SITE <br />The Jones house is a typical square plan, 2+ story American Foursquare house built in 1908 by real estate developer <br />Fred Keller of Whitcom and Keller renown. The foundation is rusticated concrete block, the 1" story is clapboard <br />with an enclosed porch, the 2nd floor is wood shingles above'a string course. The roof is a high hip roof with 3 <br />gabled roof dormers, exposed rafter ends, wide overhangs and is covered with asphalt shingles. <br />ALTERATIONS: <br />The HPC survey card, updated in 1998, lists the home as "Altered"; "Excellent". C of A's on file include: <br />1986-0417: Complete tear off and re -roof of house and porch. <br />2001-0710: Tear off and re -roof of carport with in-kind materials. <br />2002-0709: Extension of chain link fence and removal of portion of wood stockade fence. <br />2005-0608: Installation of new storm door. <br />2007-0705: Re -shingle 2 story main upright, rear lower section, bay window with Art Lock re -roofing shingles <br />over 1 layer of roofing. Re -roof porch roof with asphalt shingles. <br />APPLICATION ITEMS: <br />Remove the old fence and build a new fence 3ft from the old fence. Using the existing steel poles of the chain link <br />fence by framing the poles 1x4x6 ft treated wood. Using lx6x6 fence boards. The same as the old fence. <br />DESCRIPTION OF PROPOSED PROJECT: <br />Homeowner previously installed a chain link fence (Photos 1 & 2) intended to be a barrier between his wooden <br />stockade fence and cars exiting a garage across the alley from his property. At one time, drivers would <br />occasionally run their cars into and damage the wooden fence as they attempted to back out of the garage that abuts <br />the alley across from his property. Of late, the homeowner reports that this no longer occurs; therefore he wishes to <br />remove the chain link fence as this "buffer" is no longer necessary. <br />The scope of work would include removing the chain link panels of the extant fence, and removing the current <br />wooden fence. Then, the wooden fence would be re -built along the line where the current chain link now stands. <br />The homeowner will utilize the existing posts of the chain link fence for the new- by framing the posts in lx4x6 <br />treated lumber. 6' wooden fence boards will then be installed between the posts; maintaining the current wood <br />fence height of 6' and replication of the style of picket, while moving the wooden fence line 3' south of its current <br />location. <br />STANDARDS AND GUIDELINES: <br />The Guidelines selected by the Riverside Drive Local Historic District are <br />(b2) - Rehabilitation <br />Maintaining the existing character of the District, and whenever possible returning it to its original condition. Any <br />rehabilitation would not require the removal of all non -original materials but would encourage the removal of all <br />such materials which are incompatible with the defined elements of preservation for the District. The design of new <br />construction or alteration would not require the duplication of the original design and construction, but should be <br />compatible with the existing structures and the District's defined elements of preservation. The use of original <br />materials or construction techniques would be encouraged, but contemporary methods and materials would be <br />acceptable when compatible. - <br />
