Being old wooden double hung windows the sashes have no perimeter sealing where sash meets frame and sashes are single glazed. Although the windows could be re -conditioned and trade to operate more properly, this will do nothing for the exiergv efficiency problem. The obvious solution is window replacement.. Total tear out would be cost prohibitive, but insert (replacement) models would work well. Both Marvin and Pella make wood insert models that have thin: main frames which will maintains original appearance both interior and exterior. These windows can be order pre -primed and painted. Vinyl replacements do not meed painting but lack the strength of wood and have wider frames. A third choice is a wood sash only replacement kit which has no main frame, only sashes and jamb liners. I would recommend wood insert replacement models for all of house since windows are of large size and need the strength a woad rcplacentetat model offers. So as not to alter the original exterior appearance do not wrap window casings in aluminum, Using the sash only replacement bits for front of house and insert models for the rest is also an option.
