- STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: October 6, 2009 <br />Application Number: 2009-1005D <br />Property Location: 1318 East Wayne Street North <br />Architectural Style/Date/Architect or Builder: Dutch Colonial Revival/1956 <br />Property Owner: Joan and Charles Lennon <br />Landmark or District Designation: East Wayne <br />Rating: Non -Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: 1318 E. Wayne N. is a two storey Colonial Revival home <br />with a rectangular floor plan; the roof is a low pitch gable with asphalt shingles. The walls on the first <br />storey are narrow roman brick painted white while the second storey is white shingle. The second storey <br />over hangs over the first storey. The windows are 8/8 and 8/12 double hung with louvered shutters. The <br />central front door is flanked with windowed side lights, square pilasters support the lintel. <br />ALTERATIONS: The double front door has been replaced. The 1986 survey card notes that there were <br />aluminum storm windows, the house was remodeled in 1973 and that a rear shed was added in 1979. The <br />one storey family room rear addition was added in1980 and the sunroom was added in 1985. The full <br />view storm door and front window were replaced in the 1990s. The fencing and gate have been replaced. <br />A tiered deck system with ramp appears to have been added to the landscaping features in rear of home. <br />APPLICATION ITEMS: Master bedroom second floor addition, approximately 20'x16' on the <br />southeast corner of the house. Please refer to attached photographs, site pan and architect's drawings. <br />DESCRIPTION OF PROPOSED PROJECT: The master bedroom second floor addition is to be built <br />on the southeast corner of the home. The size of the addition will be approximately 20'x 16' and will <br />align with the home's east wall and extend 2' (overhang) beyond the south wall. It will extend the <br />existing one -storey 2/12 roof slope along the south 20' length of the addition and create a 6' roof covered <br />porch area facing the existing patio and deck areas. The addition's roof form will be a cross -gable to the <br />existing homes side gabled roof with a matching 4/12 slope. Along with the new addition,'the existing <br />roof will be replaced and receive new fiberglass asphalt 30 year dimensional shingles. New pre -finished <br />aluminum soffit, fascia and gutter/downspouts will match the existing. The addition will be wood frame <br />construction and clad with matching painted cedar shake siding (13" exposure to match existing. New <br />windows will compliment interior use and exterior architectural context, providing divided -lite muntins to <br />match existing. Pella brand windows are specified. <br />STANDARDS AND GUIDELINES: East Wavne Street <br />III. NEW CONSTRUCTION <br />New. construction includes any new building or structure constructed within the boundaries of the historic district, <br />or any new addition to an existing building. New construction should be designed considering the appearance of the <br />other buildings in the neighborhood. <br />A. HEIGHT AND PROPORTION <br />The majority of structures in the district are two stories high and are square, rectangular, or irregular in plan. There <br />are a few story -and -a -half residences. The prevalent facade proportions are between a 1:1 and a 1:2 height -to -width <br />ratio. <br />Required <br />—The height of a new structure and its height -to -width proportions shall be consistent with adjacent buildings in the <br />district. The building height shall be no greater than that of the tallest existing structure and no less than that of the <br />lowest existing structure of the same type in the same block. Facade proportions shall be established by permitting <br />no structure with a facade wider or narrower than those existing in the same block. Additions to existing buildings <br />shall be related in height and proportion to the existing structure. <br />Recommended <br />Contemporary designs should be compatible in character and mood to the building or neighborhood. <br />
