The COA is currently the only mechanism for projects <br />including tree management. Klusczinski did not have any immediate <br />concern over HPC staff's management of tree removal (and replanting) <br />in accordance with South Bend City Forester recommendations. <br />■ Speaking to HPC enforcement ability, there is a growing need that <br />penalties be assessed for construction projects that defy district/property <br />standards —esp. conducted without permits and certificates. The power <br />to levy fines has been proposed in the past. <br />■ It is important to consider the opinions of Commission members that <br />could not attend this session. <br />o Catherine Hostetler commented that as far as COA procedures, "Absolutely! We <br />need something." Catherine shared an in-depth COA process plan from the City <br />of Indianapolis. Both Larry Meteiver and Timothy Klusczinski requested the <br />link to that resource. She also shared a new staff checklist form, now in use — serving as <br />a project follow-up and inspection report. <br />10/19 7:OOPM: HPC Monthly Meeting. See Minutes. Special note: David Sassano - <br />Architectural Historian revealed that this would be his final meeting with the HPC since <br />he would be relocating to Washington D.C. for job opportunities. All members thanked <br />Commissioner Sassano for his time and service with the HPC and in the broader interest <br />of local preservation. He will be sorely missed. The search for a replacement <br />Architectural Historian will begin immediately. • <br />V. OLD BUSINESS <br />A. COA#2009-0803 510 River <br />On a motion by Todd Zeiger with a second by Linda Riley <br />Vote: 4-0* <br />*Commissioner Patrick excused herself and assumed the role of petitioner in this <br />matter <br />The handrail component of COA 2009-0803 was approved as previously <br />presented with a unanimous vote. Public hearing was previously held <br />regarding the entire COA. <br />B. Resolution 09-02 Report <br />After a discussion the Commissioners agreed to strike language regarding <br />PowerPoint slides as Chairman requested being removed, as well as digital <br />pictures on page three -to simply discussing images instead. On a motion made <br />by Todd Zeiger with a second by Tim Klusczinski <br />Vote: 3-0-2 abstentions <br />Resolution 09-02 approved <br />Also per discussion, COA document will stand as our only document to the <br />public, whereas staff procedure will remain the same only to make a harder call <br />as to what "in-kind" really is. Discussion on Commission to define "in-kind" and <br />to determine language for what it is that staff approves.
