STAFF REPORT <br />CON110ERN-111ING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: June 2, 2009 <br />Application Number:, 2009-0601 <br />Property 1;ocation: 809 Forest <br />.Architectural Style/Date/Architect or Builder: American Foursquare/1890 <br />Property Owncr:'Elaine and Bobby INIever-Lee <br />Landmark or District Designation: Chapin Park LI- D <br />Ratino: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: The home is -it two storey with an irregular <br />floor plan set upon a brick foundation. The roof is hipped with side gables and cornice <br />returns and covered with asphalt shingles. The chimney is slightly offset with corbelled <br />brick. The exterior walls are 4 1/2" wood clapboard with frieze and moulded cornice and <br />corner boards There is aftill width front porch with .four slender turned spindle columns, <br />a concrete floor and moulded cornice. The windows are 1/1 double hung with moulded <br />entablatures. . <br />ALTERATIONS: The rear porch was enclosed and a one storey addition built onto the <br />rear of the house. A bay window was added to the, west side of the house. The barn noted <br />in. the 1987. survey card has burned. There are aluminum storm windows and a new roof. <br />The original wooden porch has been replaced by concrete—A second storey addition in <br />the rear of the house was approved by the Commission in April, 2009. <br />APPLICATION ITEMS: <br />Replace rotting picket fence in front of side yard with new wooden picket fence 4' tall, <br />and continue on south side of yard to attach to existing fence at -rear (on north) of yard. <br />See Photographs 1-3. <br />DISCRIPTION OF PROPOSED PROJECT: The homeowners wish replace a rotting <br />white picket fence along the front of the side yard with a new wood picket fence 49' ]oil(,, <br />4' high and then continue this wood picket fence on the south side of yard, 1.1' long 4' <br />high to connect with existing wood fence oil rear and north sides. This would enclose the <br />yard. (See Diagram A) The materials would be wood fencing, either treated or cedar in a. <br />style compatible with immediate neighbors. This would be most likely spaced French <br />Gothic just like the current front fence per attached Mertard's flyer. {See .Exhibit A) <br />STANDARDS AND GUIDELINES: <br />B—BUILDING SITE, LANDSCAPING & ACCESSORIES <br />This section focuses on individual properties and amenities. Building sites tend to be irregularly <br />shaped, of varying topography and with different setbacks with regard to plots.- Alleys are <br />generally behind houses. Landscape accessories like fences arc unique to each structure. Chapin <br />Place presents a unique situation within the district. Applications from properties that have <br />property lines oil Chapin Place will be considered on a case-by-case basis. <br />
