STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: June3, 2009 <br />Application Number: 2009-0601D <br />Property Location: 1216 East Wayne Street North <br />Architectural Style/Date/Architect or Builder: Colonial Revival/1925/H.R. Stapp for Whitcomb and <br />Keller <br />Property Owner: Elizabeth and Mark Adey <br />Landmark or District Designation: East Wayne Street <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: 1216 E. Wayne North is a two storey frame home with a <br />brick faeade and an irregular floor plan set on a matching brick foundation. There is a gable roof with <br />gable returns with cornice molding and an eyebrow dormer. The roofing is asphalt shingle. There is a <br />multi -pane half -round attic window. The windows are 8/1 and 6/1 double hung windows that have brick <br />soldier course lintels and brick header course sills; some with paneled wood shutters with a tree motif. <br />The front entry has gable roof with round arch under supported by brackets and smooth Doric columns; <br />the front door is rounded with simple wood trim. There is a one storey side open porch with a flat roof <br />supported by smooth Doric columns. <br />ALTERATIONS: There is a rear one storey 8'x12' addition with a shed roof that was built in 1955. The <br />brick is slightly different than that of the house. There appears to be some window openings that were re- <br />configured and bricked in. The survey card noted aluminum storm windows and some replacement, <br />windows. The side porch is open and no longer has screens noted in the August, 1986 survey card and <br />were removed sometime after 1995. There are COAs (2004-9) in file for in kind replacement and repair <br />work to porch, in-kind window replacement, garage roof and rear fencing. <br />APPLICATION ITEMS: Proposed Work (Architect: Bill Lamie) 1. The removal/demolition of the <br />1955 addition to the rear of the house. (a) pictures attached. 2. On the rear of the house the construction <br />of a new one story 12'8" by 30'8" addition, it will almost span the width of the read of the house. (Offset <br />slightly on each end). The new construction will be brick with casement windows and pilasters at the <br />corners. The roof of the new construction will be flat in appearance. A portico roof will cover the rear <br />entry. (a). East Elevation attached, (b) south elevation attached, (c) floor plan attached, (d) separate plans <br />for portico roof over rear entry attached. 3. Construction materials: (a) Brick/Mortar-nearest possible <br />match to the original brick on the house, (b) Windows -casement windows with dimensional divided <br />lights: similar to other historic homes in the neighborhood -Marvin brand -documentation attached, (c) <br />portico columns -composite material that will match the columns on the covered porch on the west side of <br />the house. See South Elevation and Portico Plans, (d) Door -6 divided lights over a smooth panel -custom <br />designed Marvin Luminary collection door, (E) lighting -historically correct colonial revival lighting in the <br />ceiling of the portico. 4. Replacement: if necessary the double hung window at the center of rear of the <br />house will be shortened and replaced. (it is over the currently rear entry -see photo) (a) there is a <br />possibility that the roof of the new construction will interfere with this window, (b) the light provided by <br />this window is vital to the interior of the home, (c) if it is necessary to replace it, the new, shorter window <br />will be placed in the same area, it will have the soldiered brick, etc. <br />Proposed Work II: (Architect Bill Lamie) 1. Request for replacement of casement windows on the east <br />side of the house. 2. These windows are not original to the house, probably 1955 with remodel of <br />kitchen. 3. The windows were not properly maintained by the previous owners and were painted shut <br />many times. 4. Casement windows with divided lights, will match the windows in the new portion of the <br />house -Marvin brand. ` <br />DESCRIPTION OF PROPOSED PROJECT: The home owners wish to remove a 1955 addition and <br />replace it with a new larger addition across the entire back of the house with portico style porch entry. <br />
