In 1920, the home was sold to Whitcomb and Keller who continued to use it as a rental <br />property. The house has a brick foundation, and is a wood frame structure with wood clapboards and frieze. The <br />roof is a medium pitch hip roof covered in asphalt shingles. <br />The lot is irregularly shaped as shown in the aerial photograph and district map (Figures 1 and 2) and sits on an <br />elevated site above the St. Joseph River. <br />ALTERATIONS: <br />The 1998 survey card lists the home as `unaltered" and there is no evidence to suggest otherwise. <br />C of A 2007-0604 was staff approved for the following: "repair cedar siding, rebuild wooden screens and storms, <br />repair front porch roof, scrape and paint porch surface, repair porch, replace hand rails, extend gutters and <br />downspouts; in kind repair and replacement of rear porch, replace rotting basement windows with aluminum of <br />same style." <br />APPLICATION ITEMS: <br />Replace badly damaged wire fence that surrounds backyard only with 6' cedar fence of very good quality with two <br />gates to make safe play area for child. <br />DESCRIPTION OF PROPOSED PROJECT: <br />Removal of damaged metal fence that runs along north and south property line, intersected at the widest easterly <br />line of the lot behind the home (Figure 3). Replacement with 6' high, dog eared, cedar fence (Figure 4), twice <br />coated with weather resistant stain, placed along the exact same line as current. Please note that the manufacturer <br />listed on Figure 3 is not necessarily that which the contractor, J.D. Holm and Sons, will choose to install- but is <br />provided as reference only to illustrate the appearance of the fence. <br />STANDARDS AND GUIDELINES: <br />B. BUILDING SITE, LANDSCAPING, & ACCESSORIES <br />Those properties facing the river on Riverside Drive generally have sloping front lawns and flat back yards. The <br />majority of structures have been erected on a single lot..Many of the properties include a garage located at the <br />rear of the property accessed from unpaved alleys running behind the property <br />The district has a compact layout. Large homes are constructed on small lots while smaller homes, <br />such as those on Hammond Place, are constructed on narrow, deep lots. Little of the backyard areas <br />or rear first stories of these homes is visible from the thoroughfare. In recognition of this, greater latitude <br />will be allowed in the application of the adopted standards in the rear of the properties, in . <br />_order to accommodate the individual preferences of thepropeny owners in the treatment of these <br />backyard areas. <br />
