STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: June 1, 2009 <br />Application Number: 2009-00526A <br />Property Location: 1013 East Jefferson <br />Architectural Style/Date/Architect or Builder: Free Classic Cottage/1907/Ennis Austin <br />Property Owner: Serena Howley <br />Landmark or District Designation: Local Landmark/ Howard Park National Register <br />District <br />Rating: Outstanding <br />DESCRIPTION OF STRUCTURE/ SITE: The Studebaker/Johnson House is a <br />two storey frame with a clapboard first storey and shingle second storey with an irregular <br />plan set upon a brick foundation. There is a prominent front gable with deep return and <br />shed roof side extensions. There is a porch across the front of the house with double <br />fluted columns and a mosaic floor and a front entry vestibule with pilasters and narrow <br />diamond pane sidelights. There is a three sided bay projection on the west side. The <br />some of the windows feature diamond panes in the transoms with one over one double <br />hung windows <br />ALTERATIONS: The original shingles in the second storey had been removed and <br />replaced with clapboard vinyl siding. This feature has been restored using modern <br />materials. The first storey clapboards are covered with vinyl siding. The diamond paned <br />windows in the transoms are original but the double hung windows appear to be <br />replacement windows. The porch details have been restored but the balustrades have <br />been removed and the owner has located replacements. The rear of the house appears to <br />have been altered to accommodate multi family use and has been modified to eliminate a <br />back entrance. <br />APPLICATION ITEMS: Add grass in the backyard. Add privacy fence in the back yard <br />next to alley for safety and security and for parking safety (many items have been stolen <br />out of the back yard) and landscaping per attached. <br />DISCRIPTION OF PROPOSED PROJECT: The home owner wishes to install a <br />privacy fence with gates per attached diagram on site plan using 5 %2" wide -6' high <br />pressure treated dog-eared picket fence with matching gates along the sides and back of <br />the house. The fencing will be installed behind the set back and will enclose the back <br />yead along the alley. The home owner also proposes to remove the current landscaping <br />features that are not original to the house and replace them with Cedar or Holly, Serena <br />prefers Holly, bushes along the sides of the house and the front of the porch per the <br />diagram and set topiary style arbor vitae at the east and west corners of the porch. <br />
