construction or alteration would not require the duplication of the original design and construction, but should be <br />compatible with the existing structures and the district's defined elements of preservation. The use of original <br />materials or construction techniques would be encouraged, but contemporary methods and materials would be <br />acceptable when compatible. <br />And Restoration is "Encouraged": <br />(b I) Restoration <br />Maintaining the original or unimpaired character of the district as it was at the time of construction. Any restoration <br />done must return the structure to its original state. Authenticity of a restoration would require the removal of <br />incompatible exterior elements and the replacement of all damaged or deteriorated elements with replicas of <br />the same design and materials. New construction shall conform to the guidelines for defined elements of <br />preservation regarding height, proportion and building materials. A Certificate of Appropriateness (CoA) applicant <br />shall be responsible for documenting the authenticity of the proposed work to the satisfaction of the commission. <br />Required <br />Original exterior building materials shall be retained when possible. Deterioration of wood materials <br />shall be prevented through repair., cleaning, and painting. The existing architectural detail around windows, <br />porches, doors, and eaves should be retained or replaced by replicas of the same design and materials when <br />deteriorated beyond repair. Masonry, including brick and stucco structures, shall be maintained, tuck pointed, <br />repaired and properly cleaned when necessary. Masonry and stucco shall be cleaned only when necessary to halt <br />deterioration or to remove stains and shall be done in a method acceptable for the preservation of the surface: i.e. <br />low pressure water and soft, natural bristle brushes. When repairing stucco, stucco mixture shall be used. <br />Recommended <br />Whenever possible, the original building materials should be restored. Aluminum or vinyl siding may be used <br />when it is the only feasible alternative to maintaining or replacing the original surface material. When used over <br />wood surfaces, this siding should be the same size and style as the original wood. Every effort should be made to <br />retain the original trim around windows, doors, cornices, gables, eaves, and other architectural features. Ample <br />ventilation must be afforded the structure when aluminum or vinyl siding has been installed, in order to prevent <br />increased deterioration of the structure from moisture or insects. <br />Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, <br />hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the <br />original. <br />STAFF RECOMMENDATION: <br />Staff recommends approval. This project meets the preservation guidelines as described for a "Rehabilitation" <br />District and further meets the guidelines of the encouraged "Restoration" district. The proposed work also meets <br />the standards cited above. Non -original, incompatible elements have been removed and in-kind repair or <br />replacement is planned for the architectural features revealed upon the removal of the aluminum siding. <br />Zi <br />
