STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: February 11, 2009 <br />Application Number: 2009-0211 <br />Property Location: 612-614 Carroll Street <br />Architectural Style/Date/Architect or Builder: Queen Anne/1901 <br />Property Owner: Great Lake Property <br />Landmark or District Designation: Taylor's Field LHD <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: 612-614 Carroll is a two and a half storey <br />frame home with an irregular floor plan on a brick foundation. The roof has side gables <br />with intersecting front hip and a front gable dormer. There are entry porches to either <br />side of the front with Doric column supports and wood balustrades, stairs and floors. <br />There is a four stall concrete block garage in rear of home with tile coping on parapet that <br />appears to have been built at a later date. <br />ALTERATIONS: The house was divided into two apartments in 1908. The windows <br />are JenWeld replacement windows. There are no windows in the garage and only one <br />garage stall has a door. <br />APPLICATION ITEMS: Code Enforcement Demolition of garage ordered on <br />February 26, 2009. <br />DISCRIPTION OF PROPOSED PROJECT: Demolish deteriorated and vandalised <br />garage. <br />STANDARDS AND GUIDELINES: <br />V.GENERAL <br />A.. Buildings in the district should not be demolished except where a building poses a threat to <br />the public safety and demolition is the only alternative. Documentation of interior and exterior <br />features of the original buildings, especially homes rated as historically significant, is encouraged. <br />Measured drawings and photographs may be submitted to the Historic Preservation Commission <br />for safekeeping and future reference. <br />STAFF RECOMMENDATION: Staff recommends approval. The non -original and non- <br />contributing garage is deteriorated with a failing roof system. It has been open to the elements for <br />a number of years and used alternately as a dumping area and shelter for vagrants. <br />
