STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: August 5, 2009 Application Number: 2009 -0803A Property Location: 1733 East Wayne Street Architectural Style/Date /Architect or Builder: Dutch Colonial Revival /1927/H.ILStapp Property Owner: , Kristine and Daniel Hatcher Landmark or District Designation: East Wayne Street Rating: Contributing DESCRIPTION OF STRUCTURE/ SITE: The house at 1733 E. Wayne is a 2 storey frame construction with a large front shed dormer set on a rectangular floor plan situated on a corner lot. It has a gambrel roof with asphalt shingles and has molded trim on the rake board. The windows are 6/6 double hung. The entry is a single gable canopy with open arch under, entablature and cornice details, supported by square box columns with lattice work and a brick stoop. (See photograph #1) ALTERATIONS: The garage 18 x 20 was built in 1949. Replacement siding (aluminum) was noted on the 1987 survey card also as Altered, Major. The open porch on the north east comer of the house was enclosed in 1995 (COA #1995- 1130); a 700 square foot addition was added to the north side of the house in 2000 (COA# 2000 - 0821). The two center windows on the second storey above the entry's gable are replacement windows. There are aluminum storm windows on the front windows. The louvered shutters noted on the 1987 survey card are no longer there. APPLICATION ITEMS: Replace 2 downstairs and 2 upstairs windows with more energy - efficient windows as close to the original construction as possible. All four windows face Wayne Street. DESCRIPTION OF PROPOSED PROJECT: The homeowners wish to completely replace the four front windows with Pella Architect Double Hung 6/6. These windows are aluminum clad pine with insulated low E Standard glass. The entire window systems will be removed along with the exterior window trims. The windows will be replaced with Pella Architect Double Hung 6/6 windows and use the AZEC composite material to replicate the exterior trim. Dave Waechter of Pella Windows will be present at the meeting with a sample of the proposed replacement window. (See attached diagrams provided) STANDARDS AND GUIDELINES: East Wayne Street: C. WINDOWS AND DOORS Window and door frames are of wood or steel (some casements) or in the case of brick structures, stone sills and brick lintels. Where metal or vinyl siding has been applied, window trim has been covered. Storm windows are of wood or aluminum. Required Original windows and doors shall be retained including sashes, lintels, sills, shutters, decorative glass, pediments, hoods, and hardware. When deteriorated beyond repair, they shall be replaced with units and trim resembling the original. Recommended Wood frame storm windows and doors painted to match the original should be used but should not damage existing frames. If new sashes or doors are installed, the existing or original materials, design, and hardware should be used. When metal storm doors are used, they should be painted, anodized or coated to match the existing. When awnings are used they should be of canvas material. Prohibited Original doors, windows and hardware shall not be discarded when they can be restored and re -used in place. New window and door openings which would alter the scale and proportion of the building shall not be introduced.
