REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: August 5, 2009 <br />Application Number: 2009-07060 -Nvitli waiver <br />Property Location: 1704 East Wayne Street <br />Architectural Sty) e/Date/Architect or Builder: Split Level/1953 <br />Property Owner: Brenda and David Bickel <br />Landmark or District Designation: —East Wayne Street <br />Rating: Non-Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: 1704 E. Wayne is a two , storcy frame home with a brick <br />fiicade on the first storey and vinyl "clapboard" siding on the second storey and the remaining three sides <br />of the house.. The house has a rectangular plan. The gable roof is covered with asphalt shingles and <br />simple raking trim. The first storey has a large front picture window with double 4 light casements in <br />wood frames with limestone sills. There are paired 4 light casements on the 211d floor. There is a side <br />brick chimney. The entry has a shed canopy supported by turned wood columns and railings set upon a <br />concrete stoop. There is one storey gable roof side wing. There is a detached garage with siding and a <br />gable roof with asphalt shingles. <br />C� <br />ALTERATIONS: The wrought iron posts and railings have been replaced with wood. The vinyl siding <br />on the three sides of the house and second storey on the front of the house as well as the vinyl wrapping <br />of all of the windows have been added. <br />APPLI ITEMS: 15 solid vinyl replacement windows (15 openings). We are not modifying <br />any openings. Large picture is NOT included. The grids/muntins will be colonial style, nothing matches <br />our current pattern nor can we get anything to match per contractor. The goal of the project is to: I <br />Increase the individual 5 sq ft opening of the windows (Fire Hazard for the second floor). The windows <br />are not easy to open, the storms and screens are held into place by 4 screws that require pliers and a <br />screwdriver to remove. The steel bar in the middle of the window doesn't allow for a larger person to exit <br />quickly. 2. Reduce mold, mildew and moisture on the window pane, sill, jamb and head surrounding <br />interior walls. 3. Insulate windows to increase energy savings and lower heating and cooling bills. 4. <br />Not modify current window openings. 5. Make an Eco-Friendly choice with a vinyl product. Because <br />vinyl never needs to be painted, it helps eliminate paint, stain and other maintenance- related products <br />form entering the waste stream or releasing volatile organic compounds into the atmosphere. Also, vinyl <br />resin is derived largely from common salt- a sustainable and abundant natural resource. Source: "A Clear <br />View: Vinyl Window and the Environment" <br />DESCRIPTION OF PROPOSED PROJECT: The homeowners wish to completely replace all of the <br />metal casement windows in the home with solid vinyl double hung windows from Richards Building <br />Supply Company to approximate the muntin pattern of the original windows. Insulate the jambs, install 13 <br />new double hung window units, install I new pre mulled combination DH-P-DA Window Unit to be 25- <br />50-25; Install I new twin, premulled double hung window unit; all new window units to have colonial <br />muntins, both lights, excluding only picture window units; install new wood blind stops to inside; re-wrap <br />all outside casings and sills with new aluminum. The proposed windows will have flat muntins between <br />the panes of glass. <br />
