River - its Swift, unimpeded current, its substantial breadth and its banks of verdant natural <br />growth. The erection of high walls or other artificial barriers to the enjoyment of the scenic River <br />must be prohibited. <br />Parking on the river side of North Shore Drive must be prohibited. <br />If erosion control efforts become necessary to preserve the river banks, they must involve <br />processes and material consistent with natural beauty of the banks. Poured concrete, concrete <br />slabs, concrete building blocks or other unsightly material must be avoided. <br />The development of boat landings, access points, scenic overlooks, or terraces should be done in <br />such a way as to preserve the natural beauty of the river and banks. Grass clippings and leaves <br />should be placed on the bank so as to induce building up the bank. They must not detract from the <br />beauty of the bank. Unsightly brush and weeds must be eliminated. Dead or diseased trees and <br />branches should be removed. <br />STAFF RECOMMENDATION: Staff recommends approval. The windows are casements, paired with <br />wood casings and original storms. There are eyebrow wall dormers at the second floor in the <br />front and rear of the house. There are brick chimneys at either end of the main portion of the <br />house. The Entry has a steep gable roof; plain rake board articulated at the eaves ends with <br />exposed rafter tails, simple entablature detail and iron balcony railing above entry door. There is <br />a south side shed roof wing with paired double hung arched windows flanked by attenuated <br />double hung brick header course sills. There is an east side one storey flat roof wing with second <br />floor access door to roof, the rear porch below has a plain round wood support column. The <br />house is situated on a corner lot of Wayne and Twyckenham. (See photo pages 1 & 2) <br />ALTERATIONS: <br />The two car brick garage was built in 1949. The brick half walls between the house and garage <br />may have been added then along with the wrought iron arch way with lantern. The slate roof was <br />replaced with facsimile slate in 2004 along with new copper gutters and downspouts. The wood <br />balustrade on the rear (east) porch was removed after 1987. Limestone landscaping features, patio <br />and pathways in the rear has been added after 1987. An aluminum "wrought iron" fence encloses <br />the yard along the east and south yard. <br />2 <br />
