VI <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: October 10. 2008 <br />Application Number_: 2008-1009 <br />Property Location: 711 Forest <br />Architectural Style/Date/Architect or Builder: Queen Anne/1897 <br />Property Owner: Karen Ainsley and Tim Scott <br />Landmark or District Designation: Chapin Park N.R./ L.H.D. <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: 711 Forest is a two storey house with an irregular floor <br />plan on a brick foundation with a polygonal tower at the corner between the central and south gables. It is <br />situated on a large triangular corner lot at the intersection of Portage and Forest. The lot is extensively <br />landscaped. <br />ALTERATIONS: The house was listed as a duplex in 1932. Prior to 1949 the large side porch was <br />removed along with the front porch across the front door. By 2005 the house had vinyl siding. <br />APLICATION ITEMS: Install a maximum 5' high fence round the property at 711 Forest (per attached <br />site plan A). The fencing will be an architectural steel custom made wrought iron fence with a black <br />matte powder coated finish. The end post will be 2"x2" (16 gauge steel) post with a ball cap with 3 <br />channels running horizontally 1 '/4"x 1"x 1/8" with spindles bars that will be 1/2" x %z" solid bar with <br />rotating finials representing a ball and spear style. (See attached diagram B) There will be 3 walk though <br />gates with locks and 1. double 5' gate with lock. All fence post will be cemented into the ground during <br />installation.. The fence will be 75% open completed <br />DESCRIPTION OF PROPOSED PROJECT: The homeowners wish to completely enclose their <br />landscaped yard with a decorative five foot tall black wrought iron style fence with four gates. (Refer to <br />copy of product brochure) <br />STANDARDS AND GUIDELINES: <br />I. THE ENVIRONMENT <br />A. THE DISTRICT ENVIRONMENT <br />The Chapin Park Local Historic District is a particularly fine residential area located close to <br />downtown South Bend, the St. Joseph River, Memorial Hospital and Leeper Park. This section is <br />meant to protect and guide appropriate maintenance of the common areas of the district (i.e. <br />visual landscape and streetscapes). <br />Required <br />Brick streets contribute greatly to the character of the neighborhood. These streets have always <br />been essentially passenger car thoroughfares. The appointments of the streets (i.e. lighting, curbs, <br />horse hitches and monuments) should contribute as much as possible to their architectural, historic <br />and residential character. <br />Retention and maintenance of existing brick streets in the district is required. Repair work to fill <br />voids and gaps must utilize brick paver materials and acceptable installation methods whenever <br />applicable. When utility work dictates the removal of street sections (pavers), the original <br />materials will be reinstalled. Brick streets shall be patched with brick pavers. Concrete, asphalt, <br />
