APPLICATION ITEMS: Continue current fence around back of property to close off lot from the <br />alley. See Exhibit A. <br />DESCRIPTION OF PROPOSED PROJECT: The Applicant wishes to enclose the lot along the alley <br />and west side with fencing to match what is currently there. The current fence is a 4.5 & 6 foot chain link <br />fence stretched between wooden supports. See Exhibit B and Photographs #2&3 <br />STANDARDS AND GUIDELINES: Reading was waived by President Klusczinski. <br />STAFF RECOMMENDATION: Staff recommends approval of the fence in the rear and rear side of the <br />lot. <br />President Klusczinski: Is the petitioner here? You are also entitled to a brief presentation. Please state your <br />name and address. <br />Joan Downs: My name is Joan Downs, I live at 849 Forest Avenue. I purchased 605 Rex Street in order to <br />rehabilitate it. In my restoration project I would like t fence the back yard, close it off from the alley. And, it <br />is very shady there, so I choose to continue the current fence as it exists separating me from neighbors to the <br />west which is a chain link fence with wooden supports because it lets the most light in order to allow the <br />plants to grow. I thought that it would look the least obtrusive if I didn't add a new piece of fence and a <br />different style because currently the west side is fenced in one style and the east side in a stockade, which is <br />handsome, but makes it exceptionally dark; so I would prefer to do the chain link with wooden supports to <br />close off the alley. <br />President Klusczinski: Thank you. Any Commissioner with questions for the petitioner? Hearing none we <br />move to Commission discussion. At this point I will make a disclosure: <br />President Klusczinski then disclosed that Joan Downs served as a citizen member of the HPC Landmarks <br />Committee and that he and Joan Downs were members of the Chapin Park N.P.O. and that this project does <br />not represent a conflict of interest since he will derive no benefit from the project or the property. <br />President Klusczinski: Having said that any additional thoughts or questions? Hearing none he moved to <br />public hearing and since there were no members of the public present to speak for or against the petition the <br />public hearing was closed.
