I#/ <br />STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: October 10. 2008 <br />Application Number: 2008-1009B <br />Property Location: 319 La Monte Terrace <br />Architectural Style/Date/Architect or Builder: QueenAnne/1907 <br />Property Owner: John -Paul Augeri <br />Landmark or District Designation: Chapin Park N.R./ L.H.D. <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE: 319 La Monte is a two storey frame house with an <br />irregular floor plan on a brick foundation with a polygonal dormer along with front and side gables. The <br />house has a wide soffit overhand with moulded cornice. There is a full front porch with moulded <br />entablature and engaged square wood Doric supports at corners only set on brick piers. The house is <br />situated on a narrow, shallow lot close to neighboring homes on either side. <br />ALTERATIONS: The house has aluminum siding. There are replacement storm windows. The <br />concrete front porch is not original to the house and has wrought irons railings and columns. The handrail <br />for the front steps was installed"in 2007. <br />APLICATION ITEMS: 1. A storage shed in the rear consisting of an 8 %2 x 11 foot wooden shed with <br />aluminum siding (the house already has aluminum siding). 2. A wooden picket fence 4 feet tall along <br />the east side of the property (wooden stockade fences already exist on the north and west side property <br />lines). 3. A four foot wooded deck attached along the rear of the house with steps leading down_ each <br />side. <br />DESCRIPTION OF PROPOSED PROJECT: #1.The homeowner would like to install a ready to <br />assemble shed in the rear of the house set on concrete block footings with a wooden floor. See photos #1 <br />& 2. #2. To install a standard stock wooden picket fence along the side yard with the posts set in <br />concrete. See site plan -right side. #3 To install a four foot wide wood deck along the rear of the house. <br />The deck would butt up against the house; it would not be attached to the house. It will be made from <br />standard stock pressure treated wood with stock railings around the deck and stock hand rails along the <br />steps. See site plan and photographs #3-6 <br />STANDARDS AND GUIDELINES: <br />I. THE ENVIRONMENT <br />A. THE DISTRICT ENVIRONMENT <br />The Chapin Park Local Historic District is a particularly fine residential area located close to <br />downtown South Bend, the St. Joseph River, Memorial Hospital and Leeper Park. This section is <br />meant to protect and guide appropriate maintenance of the common areas of the district (i.e. <br />visual landscape and streetscapes). <br />Required <br />Brick streets contribute greatly to the character of the neighborhood. These streets have always <br />been essentially passenger car thoroughfares. The appointments of the streets (i.e. lighting, curbs, <br />horse hitches and monuments) should contribute as much as possible to their architectural, historic <br />and residential character. <br />Retention and maintenance of existing brick streets in the district is required.
