STAFF REPORT- - <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: November 5. 2008 <br />Application Number: 2008-1103 <br />Property Location: 734 Park Avenue <br />Architectural Style/Date/Architect or Builder: Gabled-Ell/1890 <br />Property Owner: Carrol and John Sherman <br />Landmark or District Designation: Chapin Park L.H.D./N.R. <br />Rating: Contributing <br />DESCRIPTION OF STRUCTURE/ SITE This is a two storey gabled ell with an irregular floor plan <br />situated on a brick foundation. The house has cedar shake siding with one over one double hung windows. <br />The porch runs the full width of the house and has a shed roof with pedimented gable entry bay supported <br />on turned wood columns. <br />ALTERATIONS: The concrete porch floor is a replacement. The aluminum storm door and windows <br />are also replacements and there are also some vinyl replacement windows. The garage that was attached <br />to the rear of the house and noted on the 1932 Assessor Card was removed and replaced by an addition <br />and porch. The two car garage in the back yard also noted on the 1932 Assessor Card was removed and <br />replaced by the current single car garage. <br />APLICATION ITEMS: Demolition of existing 11' x20' garage, construct new 28' x 20' garage. <br />DESCRIPTION OF PROPOSED PROJECT: Construction of a garage in a new location per Site <br />Plan submitted. (See exhibits A & B) Garage will be constructed five feet from a utility guide wire in the <br />back yard at the top of a small hill overlooking the playing fields of Leeper Park West. The garage will <br />also be situated five feet from the neighbor's fence. In discussions with the homeowner the selection of <br />the vinyl siding will be of a wide 5 inch reveal to more closely match the cedar shake of the house; there <br />will be vinyl cedar shake application in the gable of the garage facing the house. The colors of the vinyl <br />will match the house. The roofing materials will match those of the house. <br />STANDARDS AND GUIDELINES: <br />III. NEW CONSTRUCTION <br />New construction includes any new building or structure built within the boundaries of the historic district, or any <br />new addition to an existing building. New construction should be designed considering the appearance, scale, styles <br />and setbacks of the other buildings in the neighborhood. New work may be contemporary or may suggest motifs <br />from historic buildings in the district. <br />A. HEIGHT AND PROPORTION <br />The majority of the structures in the district are two stories in height and have square or rectangular plans. There are <br />several houses that have L- or T-shaped or rambling ground plans. There are a few single -story cottages and one - <br />and one -and -a -half -story bungalows. The most prevalent fagade proportions are between a 1:1 and 1:2 height to <br />width ratio. <br />Required <br />The height of a new structure and its height to width proportions shall be consistent with adjacent buildings in the <br />district. The building height shall be no greater than that of the tallest existing structure and no less than that of the <br />lowest existing structure in the same block. Fagade proportion shall be established by permitting no structure with <br />a fagade wider or narrower than those existing in the same block. Additions to existing buildings shall be related in <br />height and proportion to the existing structure. - <br />Recommended <br />Design of new construction should be compatible in character and mood to the building or neighborhood. <br />
