Recommendations <br />FORMS: <br />The C of A Application form should be updated to only focus on information relevant to the consideration <br />of the proposal. <br />The social history component should be removed unless specifically relevant to the nature of the building. <br />Individual signatures should be required when making staff recommendations and approvals. <br />The By-laws do not govern the C of A forms and more importantly the application requirements for them. <br />PROCEDURE: <br />Administrative approvals should be authorized through specific parameters — detailed and understood by <br />the HPC board. It may be useful to have the staff authorize other incidental work (projects that are hidden <br />from view). <br />The Legal Affairs committee should review any changes proposed.. A summary (inspection form) should <br />supplement the C of A process once the project is complete. <br />PRESENTATION: <br />Digital photos (PowerPoint) will improve the presentation of the project to the HPC Board and public. <br />Currently, hardcopy materials are only available to Commission members and the petitioner. The public <br />has far less information required for making informed comments. <br />C of As and Agendas should be made available to District Liaisons. Or these items may be made <br />regularly available through digital technologies. <br />The HPC should investigate any new requirements for Open Door Law, requiring a descriptive_ <br />publication of any public hearing items. <br />IV. HEARING OF VISITORS <br />Kevin Griffith was acknowledged to speak. He'd come to the HPC to request a modification to a <br />staff approved C of A, 2008-0513. Because the modification requires hearing by the Commission, a <br />Special Meeting will be scheduled. (The matter is not actionable because public hearing could not be <br />held at this meeting.) The meeting will be Friday May 23, 2008, pending proper notification per <br />Open Door Law. <br />Sharon Czarnecki appeared on behalf of the homeowner of the local landmark at 713 W LaSalle. The <br />homeowner is seeking HUD assistance for lead paint remediation at 713 W LaSalle. Ms. Czarnecki, <br />who is authorized to be a proxy for the homeowner, was instructed that a C of A application would be <br />necessary due to the scope of the proposed work (vinyl siding) to the exterior of the home, per the <br />HUD program information.
