2. The Executive Director usually approves administrative C of As. In special <br />circumstances arrangements would allow the Assistant Director to authorize <br />certain projects on behalf of the Executive Director. <br />3. Occasionally, outside sources are also consulted for project consideration. <br />4. STAFF RECOMMENDATIONS: The Executive Director generally writes the <br />staff recommendation for APPS requiring board review. <br />5. BOARD DECISION: Once the board renders its decision, a staff member <br />(generally the Executive Director) finalizes the C of A for the petitioner, <br />including any amendments, modifications or changes. In the case of a Denial, a <br />letter detailing any reasons is provided as a substitute for the C of A. <br />6. FOLLOWUP: Staff Inspector investigates the work during the project and upon <br />completion verifying that the proposed work is in accordance with the C of A. <br />Presently, no final report is made. <br />Recommendations <br />• FORMS: <br />1. The C of A Application form should be updated to only focus on information <br />relevant to the consideration of the proposal. <br />2. The social history component should be removed unless specifically relevant <br />to the nature of the building. <br />3. Individual signatures should be required when making staff recommendations <br />and approvals. <br />4. The By-laws do not govern the C of A forms and more importantly the <br />application requirements for them. <br />1. Administrative approvals should be authorized through specific parameters — <br />detailed and understood by the HPC board. It may be useful to have the staff <br />authorize other incidental work (projects that are hidden from view). <br />2. The Legal Affairs committee should review any changes proposed. A <br />summary (inspection form) should supplement the C of A process — once the <br />project is complete. <br />PRESENTATION: <br />1. Digital photos (PowerPoint) will improve the presentation of the project to the <br />HPC Board and public. Currently, hardcopy materials are only available to <br />Commission members and the petitioner. The public has far less information <br />required for making informed comments. <br />2. C of As and Agendas should be made available to District Liaisons. Or these <br />items may be made regularly available through digital technologies. <br />3. The HPC should investigate any new requirements for Open Door Law, <br />requiring a descriptive publication of any public hearing items. <br />
