Recommended <br />New site work should be based upon actual knowledge of the past appearance of the property found in <br />photographs, drawings and newspapers. New, site work should be appropriate to existing surrounding <br />site elements in scale, type and appearance. Plant materials and trees in close proximity to the building <br />that are causing deterioration to the building's historic fabric should be removed. However, trees and <br />plant materials that must be removed should be immediately replaced by suitable flora. All high <br />intensity security lights should be approved by the Historic Preservation Commission. <br />Prohibited <br />No changes may be made to the appearance of the site by removing major landscaping items, trees, <br />fencing, walkways, outbuildings or other elements before evaluating their importance to the property's <br />history and development. Front yard areas shall not be transformed into parking lots nor paved nor <br />blacktopped. Front yard areas shall not be fenced and fences shall not extend forward beyond the <br />setback line of the house. The installation of unsightly devices such as television reception dishes and <br />solar collectors shall not be permitted in areas where they can be viewed from the public thoroughfare. <br />Not Recommended <br />Telephone or utility poles with high-intensity overhead lights should be installed so that they cannot be <br />seen from the thoroughfare. <br />RECOMMENDATION: The Staff recommends approval as careful attention to all of the details has <br />been given to this project so that it conforms to the East Wayne Street Standards and compliments the <br />site in all of its aspects. The pool will be located within the footprint of the current tennis court. The <br />pool will be in- ground will not be visible from the street from any angle. The landscaping design <br />elements replicate the existing materials and plantings. The ornamental and perennial gardens are <br />located where Mrs. Woolverton had her rose gardens. <br />Klusczinski: Is the petitioner present? <br />Place: They are not, I'm Andy Place representing the petitioner. <br />Klusczinski: Can we get that one more time? <br />Place: Yes, Andy Place, address is 50760 Marine Court. <br />Klusczinski: Would you care to make any opening comments? <br />Place: Basically, we're just trying to replace the tennis court that wasn't particularly being <br />used. There's extensive landscaping around this structure right now and an in ground pool <br />in the same location will be used more than the tennis court is. The tennis court is a bit old <br />and dated and needed a lot of work to get it to be played on. In reference to some of the <br />site along Jefferson Blvd, there is an extensive slope, probably 7 ft, that you really can't see <br />the tennis court anyway. The only reason why you'd know that it was there is because <br />there's a high fence towards the back of the yard. There's also one of the Studebaker cabin <br />homes that's off of Sunnyside that blocks quite a bit of the site lines in that area as well. <br />Klusczinski: Do you know when the tennis courts were installed? <br />Place: I don't. I do know the owners said that they were there previous to them purchasing <br />this home, more than 7 years ago. I can't say that they have spent extensive amounts of <br />money on the property... <br />Klusczinski: So they're relatively new, they're not original details? <br />Place: What's that? <br />Klusczinski: The tennis courts. <br />Place: The tennis court is not new but a lot of the, there's a walkway and a pond and some <br />other features that have gone in around it. <br />Klusczinski: Ok. Any other questions for the petitioner? <br />Zeiger: You're not proposing any new fences for around the pool? <br />Place: I don't believe so, Tim, the landscaper, can... <br />Hostetler. They're having a special covering on the pool. <br />Zeiger: So the answer is no? <br />Bowadiel (sp): No additional fences. <br />Riley: The property is enclosed by a fence already, it's not secure but there is a fence there <br />already. <br />n <br />
