Carroll Street <br />Property Owner: Great Lakes Property, Inc. <br />Landmark or District Designation: Taylor's Field LHD <br />Rating: Non Contributing <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: <br />620 S. Carroll Street was constructed in 1889 by Julie E. and William Lontz. Mr. Lontz was <br />associated with Lontz Brothers Coal Company. They lived in the house until 1918 when the <br />house was inherited by their children, Clifford Lontz and Neva Roberts. They sold it in 1919 <br />to Otto Schultz, and employee at Sibley Manufacturing. <br />APPLICATION ITEMS: <br />Demolition of garage. <br />"Building is deteriorated beyond repair, and we are unable to keep it secured due to <br />structural damage. Cost of repairs is greater than (the) structure's value and has become a <br />neighborhood nuisance. " <br />TAYLOR'S FIELD STANDARDS: <br />V. GENERAL <br />A. Buildings in the district should not be demolished except where a building poses a threat <br />to the public safety, and demolition is the only alternative. <br />RECOMMENDATION: <br />Staff recommends approval of the demolition request for the following reasons: <br />1. 620 S. Carroll Street has been rated non-contributing in the most recent survey, and <br />2. The garage is only minimally visible from S. Carroll Street, and <br />3. Demolition by neglect has been underway for many years, and has now rendered the <br />building unsound, and is a magnet for vagrants, drug use, and illegal dumping- all to <br />the detriment of public safety. <br />
