Conversation temporarily interrupted at end of tape.
Littrell: Unfortunately, the trouble with a siphon is that you have to have an air brake and
the waste crosses the river at the siphon, so it has to be open to the air there. So, we're
capturing that turbulent air there and trying to scrub it through.
Riley: So is the odor going to be less than it is now?
Littrell: Much less, hopefully. You won't notice it. Might be a little musty like a typical
mulch odor you'd notice after you'd been working in it a little bit anyway. When you first
encounter it, you'll recognize it.
Klusczinski: Other questions?
Patrick: One, well just a couple of quickies. Is Symbiont the developer of this technology?
Carnahan: No.
Patrick: How long has this technology been extent?
Carnahan: It's been utilized, to my understanding for that last 15-20 years.
Patrick: Is it just plain old mulch or is there an amendment added to the mulch?
Carnahan: Plain mulch. Which can be drawn from the city's inventory, which has it's
advantages.
Patrick: Great. That's all I've got.
Sassano: Does it produce heat?
Carnahan: Not an appreciable amount.
Littrell: Not enough to use.
Sassano: You know, this doesn't address the duckpond.
Riley: Too bad this didn't come in sooner, it looks very nice.
Chase: So there's no particular kind of mulch that you have to have, just whatever is
available?
Carnahan: What the city has will be sufficient.
Littrell: It's not the mulch that's so important, it's the organisms that grow in it. Those
things like a different menu than we'd like. Those gases coming through there are
appealing to them.
Riley: Essentially it should cost you less to run this?
Littrell: Oh yes, and hopefully the Parks Department won't hold us up too badly for the few
posies that we're putting in from the greenhouse.
Chase: Good solution to a problem.
Klusczinski: Any other questions? Chair opens up Commission discussion. Also hearing
none, Chair opens the public hearing portion. Any member of the public wishing to speak
on behalf of the petition? Hearing and seeing none. Any member of the public wishing to
speak against the current petition? Also hearing and seeing none, public hearing is closed.
Any final comments sir?
Littrell: Just thank you for your consideration and thanks to your staff for taking the time
right at the deadline to get this on the agenda.
Klusczinski: Commissioners, if anyone has any more to say, say it now or the Chair would
entertain a motion.
Patrick: I'll make a motion that we approve application 2008-0306.
Riley: Second.
Klusczinski: Motion has been made and seconded any discussion? Hearing none, all in
favor? (ayes are heard) Oppposed? (silence) Motion carries unanimously.
Moved: Patrick Second: Riley
To approve 2008-0306 Approved 6 — 0 unanimously
B.
