le -
3850 Priority Way South Drive
Suite 110
Indianapolis, Indiana 46240
a. 317-573-3620(phone)
317-573-3621 (fax)
S Y M B I ION T
MEMORANDUM
TO: Historic Preservation Commission of South Bend & St. Joseph County
Carl Littrell
COPIES: Al Greek
FROM: Willie Gonwa
DATE: March 5, 2008
SUBJECT: Leeper Park Odor Control — Project Narrative
This memorandum provides a narrative description of the proposed odor control facilities at
Leeper Park. The purpose of the project is to alleviate foul odors caused by escaping sewer gas.
The proposed facilities collect foul air from the sewer system and blow it through an underground
3 -foot thick odor filter bed made of wood chip mulch. The odor bed would be located on the
southwest corner of Riverside Drive and Lafayette Boulevard. The bed would be hidden under a
1900 square foot by 1 foot high domed flower planting bed as illustrated in Figure 1. The
proposed facilities would replace the existing blower, piping, and carbon filter located at the River
Crossing No. 4 headworks (see Figures 2 and 3).
The project would consist of the following elements:
One 3000 cubic feet per minute fiberglass blower located on top of the existing concrete
headworks structure of River Crossing No. 4. The blower would suck air out of the sewer
system. The blower would be placed in a sound attenuating enclosure approximately 4
feet high by 5 feet long by 5 feet wide.
• A 16 -inch diameter air plenum that would take air from the blower and blow it
approximately 220 feet to the odor filter bed. The air plenum (a pipe) would be located
underground, except adjacent for a 90 degree elbow and a short vertical segment
immediately adjacent to the headworks structure. The route of the air plenum along the
back of the curb avoids impacting existing trees. See Exhibit 1 for the proposed route of
the air plenum.
A 3 -foot thick odor filter bed of wood chip mulch located adjacent to the sidewalk that
curves around the corner, outside of the dripline of the existing trees in the park. See
Exhibit 1 for the location of the proposed filter bed. Air would be introduced into the filter
bed through a gallery of perforated air pipes located at the bottom of the filter bed. An
underground irrigation system would provide water to keep the plants and the odor filter
bed moist. The odor filter bed will likely require renovation every 3 to 5 years to replace
M2 -C2 -W071258-337 Leeper Park Odor Control Project Narrative.doc
Milwaukee, Wisconsin • Indianapolis, Indiana
