Cost <br />of repairs is greater than (the) structure's value and has become a neighborhood nuisance. <br />TAYLOR'S FIELD STANDARDS: <br />V.GENERAL <br />A. Buildings in the district should not be demolished except where a building poses a threat to the public <br />safety, and demolition is the only alternative. <br />RECOMMENDATION: <br />Staff recommends approval of the demolition request for the following reasons: <br />1. 620 S. Carroll Street has been rated non-contributing in the most recent survey, and <br />2. The garage is only minimally visible from S. Carroll Street, and <br />3. Demolition by neglect has been underway for many years, and has now rendered the building <br />unsound, and is a magnet for vagrants, drug use, and illegal dumping- all to the detriment of public <br />safety. <br />Klusczinski: Please state your name and address for the record, please. <br />Webber. Any comments? <br />Webber: Basically, what's on our application is why we're petitioning to demolished, it's <br />cost prohibitive to repair, we can't keep it secured, and I mean its just basically going to <br />be a pile of rubble very soon. It's falling apart as we speak <br />Klusczinski: Any member of the Commission have questions for the petitioner? <br />Riley. I've seen it. <br />Webber: It isn't pretty. <br />Klusczinski: Ok, any Commission discussion? In that case, the Chair opens public <br />hearing. Thank you very much, perhaps a brief <br />discussion and vote. <br />Klusczinski: Any final thoughts or comments? <br />Zeiger: One quick comment on staff recommendation. I don't think that #3 is really, for <br />my purposes, I'm concerned about that being a reason to approve a demolition. There <br />may be some buildings in the future that just because the owner decides not to maintain <br />it, we don't necessarily want to approve a demolition. I just have a problem with, for <br />purposes of a C ofA its not necessarily germane to our discussion and really kind of sets <br />a bad precedent that we don't want people moving towards demolition because they <br />don't want to repair their building. <br />Klusczinski: Noted. Anything else? Chair entertains a motion. . <br />Zeiger: I make a motion that we approve 2008-0505A as it's a non-contributing structure <br />in the district and the garage is not visible from S. Carroll Street, so the demolition is <br />appropriate for only those two reasons. <br />Sassano: Second. <br />Klusczinski: Motion has been made and seconded.
