Dennis (Dewey) Shoemaker, a tea salesman, rented the house for a <br />short time and resided here with his wife, Agnes, and son, Ellsworth. George H. Leslie, an engineer, <br />purchased the house by 1906. He and his wife, Florence, raised four daughters: Florence, Consuela, <br />Blanche and Rita. The house had a 6'x8' addition on the second floor in 1942 and an outside entrance to <br />the basement created in 1946. The house was not included in the 2005 Survey of the City of South Bend. <br />APPLICATION ITEMS: Convert from a 3 -unit apartment house to single-family dwelling. Scope of work - <br />Exterior: 1.4'x8' addition to create new rear entry, reuse existing door and redo back hip roof to <br />accommodate addition and replace flat roof section (See Sheet A). 2. Remove two kitchen windows, E side, <br />replace with shorter double window and remove one bathroom window, E side, replace with skylight or high <br />horizontal window (See sheet A). 3. Install three square windows in dining room N wall (See Sheet B). 4. <br />Remove on kitchen window N side; replace with shorter window (See Sheet C). 5. Repair foundation as <br />needed- install glass blocks at window (See Sheet D). 6. Remove side door, N side of house; install window <br />(See Sheet D). 7. Remove entry door to 2°a floor apt., S side of house; install small window (See Sheet D). 8. <br />Relocate fir tree on south side (See sheet D). <br />CHAPIN PARK STANDARDS AND GUIDELINES: Please refer to pages 68-78 for this COA. <br />RECOMMENDATION: 1. The Staff recommends approval because it conforms to the guidelines for new <br />construction and is improving the roofline at the rear of the house and the changes will not be visible from the <br />street. 2. Staff recommends approval of the 2 kitchen windows and the changes for the bathroom window in <br />this later addition to the house. 3. Staff recommends approval of the removal of the non -original door and its <br />replacement with three fixed windows to accommodate a dining room. Change will also not be noticeable <br />from the street. 5. Staff recommends approval of the repairs in the foundation. The use of glass block is not <br />recommended (page 78) however, its use in this case will be in the basement window and not visible from the <br />street because of landscaping and can be allowed if a suitable substitute such as LEXAN is not feasible for this <br />application. 6. Staff recommends approval of the removal of the non-original/non-contributing entrance (0) <br />and the modification of the window in the later addition to the house. 7. Staff recommends approval of the <br />non-contributing door with the option to install a window or replace with siding. 8. Staff recommends <br />approval of the relocation of the tree that is too close to the house and compromising its foundation. <br />The staff has already approved the removal of the siding materials and the restoration and painting of the <br />original clapboards, shingles and trim. Included in the staff approvals were: in-kind re -roof, porch and <br />step restoration, sidewalk and curb restoration and removal of old garage concrete pad and a concrete <br />platform in the rear of the house. <br />
