STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: June 4, 2008 <br />Application Number: 2008-0604 <br />Property Location: 710 Park Avenue <br />Property Owner: Georges Enderle <br />Landmark or District Designation: Local Landmark in Chapin Park NR/LHD <br />Rating: Outstanding <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: This Eclectic Italianate was built for <br />Mary Chapin Anderson and Andrew Anderson between 1875 and 1877. Four generations of the <br />Anderson-DuShane family lived in this house until 1962. This is one of the most significant residential <br />architectural structures in the city of South Bend and in Chapin Park. <br />APPLICATION ITEMS: Refurbish/restore/retrofit existing window sashes in the bay area as described <br />in annex, (See Exhibit A). Old glasses will be stored in basement. <br />CHAPIN PARK STANDARDS AND GUIDELINES: C.. Windows and Doors Required: Original <br />windows and doors shall be retained including sashes lintels, sills, shutters, decorative glass, pediments, <br />hoods and hardware. When deteriorated beyond repair, they shall be replaced with unites and trim <br />resembling the original. <br />GROUP B LANDMARK STANDARDS: b. Treatment: Treatment shall be defined as any change of <br />surface materials that will nor alter the style or original form. Such improvements include reproofing, <br />glazing, or landscaping lawns and may involve a change that can potentially enhance or detract from the <br />character of the landmark.... <br />RECOMMENDATION: Staff recommends approval. Mr. Spigelmyer's proposal meets the Chapin Park <br />Guidelines and Dr. Enderle's need for insulated glass in his bay windows. <br />
