The park was designed by renowned landscape <br />designer George Kessler in 1912. <br />APPLICATION ITEMS: Planting a Liberty Elm in Leeper West between Riverside Drive and river off of <br />Michigan Street. (Exhibit A) <br />LANDSCAPE STANDARDS FOR LEEPER PARK: 9.4 Vegetation #3 Alteration of existing or <br />addition of new vegetation materials and features will be considered if they do not alter the basic concept of <br />the historic landscape design. <br />RECOMMENDATION: Staff recommends approval of the Liberty Elm. That portion of Leeper Park <br />West has been the site of trees and appears as such in the Kessler design (Exhibit B). <br />Petitioner was not present at meeting. <br />Klusczinski: Any Commission discussion before we move on to public hearing? Four generations of the Anderson- <br />DuShane family lived in this house until 1962. This is one of the most significant residential architectural <br />structures in the city of South Bend and in Chapin Park. <br />APPLICATION ITEMS: Ref irbish/restore/retrofit existing window sashes in the bay area as described in <br />annex, (See Exhibit A).
