Application Number: 2008-0529 Property Location: Leeper Park West Property Owner: City of South Bend Landmark or District Designation: Landscape Landmark Rating: NA STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: Leeper Park is a designed landscape located north of the downtown commercial district of the city. The park was designed by renowned landscape designer George Kessler in 1912. APPLICATION ITEMS: Planting a Liberty Elm in Leeper West between Riverside Drive and river off of Michigan Street. (Exhibit A) LANDSCAPE STANDARDS FOR LEEPER PARK: 9.4 Vegetation #3 Alteration of existing or addition of new vegetation materials and features will be considered if they do not alter the basic concept of the historic landscape design. RECOMMENDATION: Staff recommends approval of the Liberty Elm. That portion of Leeper Park West has been the site of trees and appears as such in the Kessler design (Exhibit B). Klusczinski: I would amend that motion so that we would have the City Forester's opinion on record also in accordance with this particular project but I have no reservations about it. Hostetler: Staff requests clarification. What did you mean by your comments? Klusczinski: I would prefer that we have the City Foresters approval on this project. Hostetler: It is. Four generations of the Anderson- DuShane family lived in this house until 1962. This is one of the most significant residential architectural structures in the city of South Bend and in Chapin Park. APPLICATION ITEMS: Ref irbish/restore/retrofit existing window sashes in the bay area as described in annex, (See Exhibit A). Old glasses will be stored in basement.
