This method of cleaning erodes the surface material and <br />accelerates deterioration. <br />Not Recommended <br />Waterproof or water repellent coatings or surface consolidation treatments should not be used on masonry <br />surfaces unless required to solve a specific problem that has been studied and identified. Coatings are frequently <br />unnecessary and expensive, and can accelerate deterioration of the masonry. Mortar joints which do not need <br />repointing should not be. Repointing should not be done with mortar of high Portland cement content, which can <br />often create a bond that is stronger than the building materials. This can cause deterioration as a result of the <br />differing porosity of the material and the mortar — the end result being serious damage to adjacent brick. Paint <br />should not be removed from masonry surfaces indiscriminately. <br />RECOMMENDATION: The River Bend Standards require that the original exterior building materials be <br />retained. The bungalow at 221 E. Navarre has the original clapboards and shakes. Staff does not recommend <br />approval. There was only one time that Commission allowed for vinyl siding in the River Bend LHD and that <br />was in 2003 for COA 2003-0515. The circumstance in that instance was because the homeowner had two <br />failed paint applications because of a systemic moisture issue. All of the original cedar shakes had to be <br />removed from the body of the house and new insulation and energy board applied along with clear vinyl <br />shakes to match those on a recent addition and garage. <br />
