John Oxian, President
May 22, 2001
South Bend and St. Joseph County
HISTORIC PRESERVATION COMMISSION
227 WEST JEFFERSON BLVD.
SOUTH BEND, IN 46601
Phone: 219-235-9798 Fax: 219-235-9578
E -Mail: historic@michiana.org
St. Joseph County Council
County -City Bldg.
227 W. Jefferson
South Bend, IN. 46601
Dear Member of the Council,
A Certified Local Government
Rhonda Saunders, Director
Please find the attached ordinance which has been prepared for introduction to the County
Council. The purpose of this ordinance is to amend an existing Local Landmark, located at
14297 SR 23, known as the Risler Farmhouse. The property was landmarked in August of
1976, Bill NO. 125-76, Ordinance NO. 94-76, which included a total of 41.66 acres. The
owner petitioned the Commission to remove the landmark designation from most of this
property to allow her to sell it to developers since she is too elderly to maintain it anymore.
The Commission has come to an agreement with the owner to retain the landmark designation
for the house and surrounding wooded areas, approximately 1.87 acres and to request the
removal of the designation from the remaining 39.79 acres of farm land located to the rear of
the structure. Enclosed is an Arial of the existing landmark property as well as a site map of
the new landmark property after the alteration and a legal description of the portion to remain a
landmark mark.
At its Public Hearing held on May 21, 2001, the Historic Preservation Commission voted to
recommend these alterations of ordinance 94-76 to the County Council. A copy of the Staff's
favorable review and recommendation regarding these alterations is also enclosed.
Yours Truly,
ohn 0 'an - Acting Director
JO/RLS
,=_x,NIB17- D
Saving The History Of South Bend & St. Joseph County By Protecting The Irreplaceable
COMMISSIONERS -
Martha Choitz Richard Helmus Jerry Weiner (Treasurer)
Mary Jane Chase Catherine Hostetler (Vice -President) Gerald Ujdak (Secretary)
Richard Morrison Joann Sporleder (Historic Architect) Thomas Bodnar (Attorney)
