STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: September 7, 2007 <br />Application Number: COA #2007-0904 <br />Property Location: 101 S. Lafayette/302 W. Washington <br />Property Owner: Ambassadors For Christ <br />Landmark or District Designation: Local Landmark/ Downtown National Register District <br />Rating: Significant <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: The Richardsonian Romanesque <br />Church was constructed by_Christopher Fassnacht in 1888 for the First Presbyterian Congregation. Mr. <br />Fassnacht also constructed the Studebaker's Tippecanoe mansion. The First Presbyterian Church was <br />organized in 1834 under the direction of Horatio Chapin. The building was sold in 1952 to the People's <br />Church of South Bend. The Ambassadors for Christ have been the owners since 2001. <br />APPLICATION ITEMS: Roofs are an integral part of any building and at 302 W. Washington our roof <br />is severe need of major repairs. At this time, however, we are considering only a couple of smaller areas <br />where the need is greatest for repair. Repairs of the "same kind" are out of our financial reach. Therefore, <br />what we propose is a repair that we can accomplish. This would consist of the following materials as <br />needed: Complete removal of old material (slate), new wood only as needed (3/4" be plywood), 31/4" <br />galvanized nails, new 15 weight base paper, 11/2" button nails, solid roll galvanized flashings 12" wide <br />(to be totally covered), cold cement paste to be used around areas such as chimneys and vent stacks in <br />combination with the fiber reinforcement (for long term strength, fiber reinforcement; architectural <br />shingles (estate gray) and 11/2" electro -galvanized shingle nails. Area to be repaired is above the pastor's <br />office which is located on the parking lot side of building directly in front of side drive. A semi -circular <br />area above the window with air conditioner in it. <br />GROUP B LANDMARK STANDARDS: C. RENOVATIONS AND ADDITIONS 2. Material— <br />Additions and improvements involving any new material in the landmark should be of the same material <br />as the original. It should be the same size and texture. An Alternative material may be allowed if it <br />duplicates the original. <br />RECOMMENDATION: Staff does not recommend approval of this project with the substitute materials. <br />The work will be performed by volunteers with no experience in dealing with a slate roof. There is the <br />possibility that the slates could be removed carefully, the decking repaired with new materials and under <br />layment felt or paper and the original slates re -installed. It is estimated by the Preservation Specialist on staff <br />that if the slates are removed carefully they should be able to reuse most of them, and only have to buy a <br />minimum of new Vermont slate or artificial slate for fill-in. The Artificial slate is $300.00 or less per 100 <br />square feet and slate is $425. to $475. for 100 square feet, delivered. <br />
