A seeks permission to temporarily remove slate shingles in the <br />most dire areas of failure, ie: the flashing around the chimney and <br />on the flat roof of the 1909 addition on the West side of the building, <br />to facilitate the repair of the decking and replacement of <br />underlayment to then be TEMPORARILY roofed with asphalt <br />shingles that will be selected to blend in as much as possible to the <br />remaining slates. The petitioner understands that this work is <br />meant only to be a temporary solution as a means of protection <br />from winter weather and that slates must be restored, no less than <br />one year from the date of this C of A. Mike Smith Roofing will be <br />the contractor on a purely voluntary basis. No volunteer <br />parishioners will be utilized, and the temporary patch work will be <br />completed expediently for maximum benefit to the structure. <br />• As of 10/5/2007, Ambassadors for Christ have applied <br />for an Indiana Preservation Grant through HLFI's <br />NRO to fund a thorough building assessment to <br />identify the most urgent needs of the building, and <br />begin the lengthy process of drafting a preservation <br />plan. Funds have been verified in the General Fund <br />of Ambassadors for Christ to satisfy the matching <br />requirement. Results of that application will be known <br />by the HPC meeting on 10/15/2007. <br />Statement of Significance: <br />1. The original congregation was founded by Horation Chapin in 1834. <br />2. James Oliver, Clem Studebaker and the parishioners circa 1887 split <br />the cost of the building 3 ways; total cost to build: $30-35,000. <br />3. Generations of Studebakers and Olivers worshipped, were married, <br />and eulogized in this building. <br />4. The church was the site of Schuyler Colfax's memorial service. <br />5. The interior and exterior fabric of the building is virtually irreplaceable. <br />6. Beneath layers of paint (begun with a 1940 "renovation") lay frescoes <br />of various scenes and subjects. <br />7. 124 doors are double sided: cherry on one side, black ash on the <br />other. <br />8. JD Oliver's children donated the pipe organ, still in tact, as a tribute to <br />their father. <br />Staff Recommendation: <br />Staff recommends approval of this amended C of A. Consider: <br />1. Is approving this C of A congruent with the mission of the HPC? <br />• Yes. Without exaggeration, the building is on the brink of <br />significant collapse or failure.
