297 Prohibited <br />298 Original doors, windows and hardware shall not be discarded when they can be restored and <br />299 reused in place. New window and door openings, which would alter the scale and proportion of <br />300 the building may not be introduced. Inappropriate new window and door features such as metal, <br />301 vinyl or fiberglass awnings, hoods or aluminum insulating glass combinations that require <br />302 removal of original windows and doors, shall not be installed. <br />303 Not Recommended <br />304 Fake shutters that would detract from the existing character or appearance of the building should <br />305 not be used. <br />306 GROUP B LANDMARK STANDARDS B. Treatment: Treatment shall be defined as any <br />307 change of surface materials that will not alter the style or original form. Such improvements <br />308 include reproofing, glazing, or landscaping lawns and may involve a change that can <br />309 potentially enhance or detract from the character of the landmark. A treatment change of <br />310 any surface whether on the landmark or in its environment may require a Certificate of <br />311 Appropriateness if it significantly alters the appearance of the landmark. Although these <br />312 kinds of changes may not require a Building Permit, a Certificate of Appropriateness may <br />313 be necessary. The commission should review the proposed treatment for character and style <br />314 consistency with the original surfaces. <br />315 RECOMMENDATION: Staff can not recommend approval as the windows are not <br />316 deteriorated beyond repair and can be restored in-situ in this significant architectural <br />317 landmark. These are the same windows that were applied for in COAs 2006-1108A and <br />318 2007-0905A which the Commission denied. <br />319 Tim Klusczinski: Professor? I am Georges Enderle, I live at 710 Park Avenue, South Bend. <br />321 Tim Klusczinski: You are here to make a brief presentation on behalf of your <br />322 petition. <br />323 Georges Enderle: Yes. Thank you. Well as you all know my house is a beautiful <br />324 <br />building and I feel that I have a responsibility to preserve the <br />325 <br />unique character of my house. But the windows are deteriorating <br />326 <br />severely and need repair. Since September, 2006 I've been <br />327 <br />discussing my window problem with the Historic Preservation <br />328 <br />Commission many times and in the process I've learned quite a lot <br />329 <br />about vindows. Including the visits of some commissioners to my <br />330 <br />house we had six meetings, so today is our seventh meeting. <br />-331 <br />_ - Unfortunately, we couldn't find a solution so far. So what I am <br />332 <br />proposing is four Marvin replacement windows in the bay area: <br />333 <br />wood ultimate inserts, or wood tilt backs with jamb liners, double <br />334 <br />hung, double pane, upgraded to Low E II with Argon gas.
