64 Prohibited
65 No changes may be made to the appearance of the site by removing trees, fencing, walkways,
66 outbuildings or other elements before evaluating their importance to the property's history and
67 development. Front yard areas shall not be transformed into parking lots nor paved nor
68 blacktopped, nor enclosed by solid fences, chain link, nor industrial/commercial style fences. The
69 installation of unsightly large devices, such as television satellite dishes, skylights or solar panels,
70 shall not be permitted in areas where they detract from the architecture of a building, are. intrusive
-71 to the public view of the building or are highly visibly from a public street, or ruled inappropriate
72 after Commission review. Utility poles with high-intensity overhead lights should be installed so
73 that they cannot be seen from a street. The Commission will evaluate all installations as well as
74 any potential exceptions resulting from special circumstances, before granting a C of A.
75 RECOMMENDATION: Staff recommends approval of both items. The fence style is more
76 appropriate to the site than the solid wooden fence. The standards and guidelines for Chapin Park
77 are silent on the use of fencing the rear of the property and concentrate more on the front yard
78 views which require the open views which this style possesses.
79 Tim Klusczinski: Is the petitioner present? Please step closer to the microphone and please
80 state your name and address for the record.
81 Robert Sedlack: My name is Robert Sedlack, 817 Forest Avenue.
82 Tim Klusczinski: OK. Would you care to make a short presentation?
83 Robert Sedlack:
Sure. I will be very brief. The report that Tim Klusczinski just read is
84
very accurate, the rotting wooded fence we would like to replace with a
85
more historic architecturally accurate fence. We looked briefly into
86
wrought iron fences and realized that they were well beyond our means.
87
The ornamental aluminum recreates that look. We are paying a little
88
extra for the finials to top off the top of the fence to make it even more
89
architecturally accurate. It is a safety issue with kids and a replacement
90
issue with an old rotting fence. I think that is all that I have to say. I
91
welcome any questions.
92 - Tim Klusczinski:
93 Mary Jane Chase:
94 Robert Sedlack:
95 Mary Jane Chase:
96 Robert Sedlack:
97 Mary Jane Chase:
98 Robert Sedlack
99
The chair recognizes Commissioners with questions for the petitioner.
Is your property onto an alley?
It is.
OK. I wondered because the entrance to the garage would be this way?
No the entrance of the garage is directly off the back alley.
Oh, OK, so that ... that would ... I see...
Remember we're replacing ... so this is the entrance to the garage and that
the alley is here. We have fences that butt up to the alley our neighbor
