Washington St. <br />Landmark/District: Downtown Multi Use NR District, Local Landmark <br />Rating: Significant <br />At the regularly scheduled meeting of the HPC on September 17, 2007 the above referenced C of A was <br />tabled by unanimous vote and Staff was charged with assisting the petitioner to find a both creative and <br />acceptable solution to the dire situation regarding the roof of the structure. What follows is a synopsis of that <br />work. <br />■ On Friday, September 28, 2007 Preservation Specialist Wayne Doolittle arranged a meeting between <br />representatives of the congregation, himself, Amy Herdman, and Mike Smith, a roofing contractor with <br />20 years experience working with slate roofs- notably those at Notre Dame. After a brief <br />misunderstanding regarding access to the building to survey the damage caused by the brittle failing slate <br />roof, Mike Smith, Amy Herdman and Reverend Joseph Stanford walked both around and through the <br />structure. That tour of the interior, revealed significant water damage occurring throughout the structure, <br />rendering the interior architecture elements at great risk, as well as exterior items such as their stained <br />glass windows. The sanctuary ceiling is linden wood and black ash, virtually irreplaceable. Below the <br />peeling paint of the ceiling and walls, sit 66 delicately carved cherry pews. The massive pipe organ, a <br />give of the Oliver children in memory of their father, is dusty with paint flakes and crumbled plaster. <br />Interior masonry is calcifying and accumulating in crumbly piles, threatening windows and walls. Hand <br />painted mosaic tiles by the dozens in entry ways have been lost. Beneath layers of paint, original frescoes <br />may be lost due to water damage to the plaster. <br />• Reverend Stanford apologized profusely for any work done in error and is very amenable to all <br />suggestions and assistance. <br />• In subsequent conversations, Mike Smith offered to assist the church by purchasing slate materials for <br />installation at wholesale cost. Mr. Smith also agreed to do the slate work, with a budget TBD. Mr. Smith <br />was very emphatic though that something must be done to protect the structure during the approaching <br />winter weather, or the structure could be at risk for catastrophic failure, or cause injury to anyone inside <br />the building. A temporary solution was suggested to hopefully satisfy all parties involved. Mr. Smith, <br />with the assistance of another contractor, have volunteered their services for this project, should the HPC <br />approve the plan. That information follows: <br />1. With the permission of Reverend Joseph Stanford, this C of A should be modified to a temporary <br />or conditional C of A. The C of A seeks permission to temporarily remove slate shingles in the <br />most dire areas of failure, ie: the flashing around the chimney and on the flat roof of the 1909 <br />addition on the West side of the building, to facilitate the repair of the decking and replacement of <br />underlayment to then be TEMPORARILY roofed with asphalt shingles that will be selected to <br />blend in as much as possible to the remaining slates. The petitioner understands that this work is <br />meant only to be a temporary solution as a means of protection from winter weather and that <br />slates must be restored, no less than one year from the date of this C of A. Mike Smith Roofing <br />will be the contractor on a purely voluntary basis. No volunteer parishioners will be utilized, and <br />the temporary patch work will be completed expediently for maximum benefit to the structure. <br />• As of 10/5/2007, Ambassadors for Christ have applied for an Indiana <br />Preservation Grant through HLFI's NRO to fund a thorough building assessment <br />to identify the most urgent needs of the building, and begin the lengthy process <br />of drafting a preservation plan. Funds have been verified in the General Fund of <br />Ambassadors for Christ to satisfy the matching requirement. Results of that <br />application will be known by the HPC meeting on 10/15/2007. <br />
