STAFF REPORT
CONCERNING APPLICATION FOR A
CERTIFICATE OF APPROPRIATENESS
Date: April 30, 2007
Application Number: 2007-0430A
Property Location: 212 Sunnyside/228 Sunnyside
Property Owner: Mary and Lou LaPierre
Landmark or District Designation: East Wayne Street LHD
Rating: Contributing
STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT:
APPLICATION ITEMS: Place metal cabinet in row. North of Driveway (228 Sunnyside)
STANDARDS: I. THE ENVIORNMENT A. THE DISTRICT ENVIORNMENT
RECOMMENDED:... When replacement of utility poles or power supply lines is necessary,
consideration should be given to underground conduits or utility poles erected along rear property lines...
B. BUILDING SITE, LANDSCAPING AND ACCESSORIES, REQUIRED: ... Structures such
as ... fixed garden furniture, trellises and other similar structures shall be compatible to the historic
character of the site and the neighborhood and inconspicuous when viewed from a public walkway.
PROHIBITED:... The installation of unsightly devices such as television reception dashers and solar
collectors shall not be permitted in areas where they can be viewed from the public thoroughfare.
APPENDIX B Landscape Assessment Summary. Please see attached.
RECOMMENDATION: Although this is a relocation of a cabinet in the public right of way to another
location in the public right of way that does not obstruct the view of traffic in the street from the
LaPierre's driveway, Staff does not recommend approval. The Communications and Utility Companies
need to develop ways of installing their equipment so that it does not interfere with the ambiance of a
neighborhood. This type of utilitarian apparatus should be located in alleyways or in the rear of resident's
property and not along the thoroughfare as is stated in the East Wayne Street Standards. However, Staff
understands that both the LaPierres, City Engineering and AT&T prefer the proposed location.
