RESOLUTION OF THE BOARD OF SCHOOL TRUSTEES OF THE <br />SOUTH BEND COMMUNITY SCHOOL CORPORATION <br />OPPOSING THE SOUTH BEND AND ST. JOSEPH COUNTY <br />HISTORIC PRESERVATION COMMISSION'S <br />RECOMMENDATION TO DESIGNATE MARQUETTE PRIMARY <br />CENTER A LOCAL HISTORIC LANDMARK <br />WHEREAS, the Board of School Trustees (the "Board") of the South Bend <br />Community School Corporation (the "Corporation") has been notified that the South Bend and St. <br />Joseph County Historic Preservation Commission (the "HPC") desires to designate Marquette <br />Primary Center located at 1905 College Drive ("Marquette"), in the City of South Bend as a local <br />historic landmark; and <br />WHEREAS, the Board is contemplating construction efforts to replace the present <br />dated facility on the Marquette site with a structure that will better meet the current and future <br />educational programmatic demands of its students; and <br />WHERAS, the Corporation's primary purpose is the education of its students and <br />designating Marquette as a local historic landmark will only hinder this purpose through increased <br />costs and inefficiencies; and <br />WHEREAS, the historic landmark designation will require that any demolition to <br />portions of the building and/or remodeling be in concert with the architectural design and nature of <br />Marquette, causing additional cost to the Corporation; and <br />WHEREAS, the Indiana Department of Education provides standards for <br />renovation and remodeling that must be met; and <br />WHEREAS, three other school buildings of the Corporation built during the same <br />period as Marquette have been designated as local historic landmarks, which means the students, <br />the Corporation and the community at large will not be benefited or served by Marquette being <br />designated as a local historic landmark; and <br />WHEREAS, designating Marquette as a local historic landmark will only reduce <br />the administrative and financial resources available for the education of its students by limiting the <br />Corporation's ability to respond quickly and cost effectively to the facility and maintenance <br />ce needs <br />of the students at Marquette; and <br />WHEREAS, meeting the challenges faced in maintaining an historic building is not <br />an effective use of the Corporation's limited administrative and financial resources; and <br />WHEREAS, the Board wishes to maintain control over the design and <br />configuration of Marquette, rather than seeking that from the HPC; and <br />WHEREAS, designating Marquette a local historic landmark will only increase the <br />difficulty of the Corporation's efforts to meet the programmatic needs of its students, will limit the <br />efficiency of space utilization, and will increase the complexity of the Corporation's renovation <br />and remodeling efforts; <br />
