CALL TO ORDER, ROLL CALL: President Tim Klusczinski called to order at 7:06pm. <br />II. PUBLIC HEARING <br />Application Number: 2007-0313A <br />Property Location: 1158 Lincolnway East <br />Property Owner: Michael Pfeil <br />Landmark or District Designation: Lincolnway East LHD <br />Rating: Contributing <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: The 1923 Bungalow was designed by <br />G.T. Nethercutt for either Mrs. Martha G. Loughman or her daughter Edith Miller. Martha G. Loughman <br />was the widow of George Loughman who was active in local Republican politics as a Councilman for the <br />5`h ward between 1879-1881, Mayor of South Bend between 1884 and 1886, County Auditor in 1894. <br />The residence remained in the Miller family until 1962 when it was sold to Ida and Fred Auer. The <br />current owner is Mr. Michael Pfeil. <br />APPLICATION ITEMS: Installation of vinyl replacement windows and aluminum storm windows on <br />the living room and dining room windows. Owner has completed all of the work. <br />RECOMMENDATION: The staff is not making a recommendation because the work is completed. <br />The Staff is submitting COA application as a point of information only on this structure for the <br />Commission and to document the files on this house. Mr. Pfeil was unaware that the house was located <br />in a local historic district at the time that this project was in progress. When the Preservation Specialist, <br />Wayne Doolittle, contacted Mr. Pfeil concerning this matter, Mr. Pfeil agreed to save all of the original <br />windows and store them in the basement. After speaking with Wayne, he has agreed to keep the original <br />windows in the dormers. He now has a copy of the Standards and will work with Staff on future projects. <br />Klusczinski: Petitioner present? This is a project that I bought to sell. <br />Klusczinski: At your place of residence. <br />Pfeil: 20340 Richard Avenue, South Bend, Indiana 46637. <br />Klusczinski: And you're the property owner? <br />Pfeil: Correct. <br />Klusczinski: Does this Certificate of Appropriateness accurately describe the project? <br />Pfeil: Yes. <br />Klusczinski: That's already been completed? Question for Counsel.. <br />Greene: Yes? <br />
