Leach, John Strauss (didn't sign in but noted to be in attendance) I. CALL TO ORDER, ROLL CALL: President Tim-Klusczinski called to order at 7:02pm. II. PUBLIC HEARING Application Number: 2007-0426 Property Location: Property Owner: Landmark or District Designation: Rating: 410 Manitou Place Carol and Charles Rosenberg Chapin Park LHD/NR STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: This Gabled -T house was built in 1894 on a lot purchased by George Hodson from Edward Chapin. The first family to live there was Louise and Jay Carpenter and their two daughters Helen and Bessie. The current owners are Carol and Charles Rosenberg. APPLICATION ITEMS: To remove chimney when replacing the roof. STANDARDS: H EXISTING STRUCTURES, B. ROOFS AND ROOFING, REQUIRED: The existing shape and type of materials of the roof shall be retained. All architectural features, which give the roof its essential character, shall be retained, including dormer windows, cupolas, cornices, brackets, chimneys, cresting and weather vanes. PROHIBITED: Nothing shall be done to change the essential character of the roof as viewed from a street by adding architectural features or large unsightly fixtures, or by using materials inappropriate to the style of the house. The roof shall not be stripped of architectural features important to its character. RECOMMENDATION: The Standards and Guidelines of Chapin Park require that the chimney shall be retained and prohibit the removal of architectural features important to, a roofs character. Staff does not recommend approval. Even though the house is not rated and it has been significantly altered with siding and replacement windows, it is still an 1894 Gabled -T and would have had a chimney. First of all, I'd like to thank the Commissioners for hearing me, and also the office for considering the petition. We didn't expect this to go to the Commission one way or the other but obviously since it did there must be some issue that the office felt was open to interpretation and I suspect that it was under the standards statement that states
