Counsel was reminded that a disclaimer statement was drafted and
appears on any printout of local contractors. Counsel reiterated that it would be improper
to suggest that any one contractor is "certified" or endorsed by the HPC. Counsel also
reported his research into incorporating the Secretary of the Interior's Standards into staff
reports on C of A applications. It is counsel's opinion that in order to do so, HPC must
add a clause to the Preservation Plan that would allow such a change to the standards that
landmark owners are to comply with. That process would entail strengthening the
landmark standards via proposed changes requiring the approval of Area Plan and
Common Council.
D. COMMITTEE REPORTS
1.
