STAFF REPORT CONCERNING APPLICATION FOR A CERTIFICATE OF APPROPRIATENESS Date: February 14, 2007 Application Number: 2007-0214 Property Location: 344 S. Wayne Street Local Historic District Rating: Contributing STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: The Colonial Revival at 334 Sunnyside was built in 1948 by Whitcomb and Keller Inc., for J. Benson & Elsie Ball. Mr. Ball was'a division manager with I&M Electric Company. In 1949 the Balls added a connecting breezeway and garage to their house. The Balls lived in the house until 1950 when they sold it to Indiana Franklin Realty, Inc., which rented the house out for the next 15 years. The Miller's purchased the house in 1992. APPLICATION ITEMS: David Sassano has designed an addition (Exhibits A&B) which will be incorporated into the current footprint (Exhibit C)of the house but will extend the south elevation of the non - original 1949 garage addition by 40 feet. It will extend 11 feet to the east off of the 1949 breezeway addition. The breezeway had been altered into an enclosed two story addition to the house prior to 1986. The proposed new work will also include a screened in porch facing Wayne Street, in addition to the extension of the kitchen to the east, adding a family room to the southeast and will result in a new garage entrance facing the south alley. The south alley will then become the driveway. The materials to be used will be wood siding on the exposed areas and matching synthetic materials on the east (non exposed) facades. Removed siding and windows will be reused in the new construction. New windows and siding will match the existing. The Millers are also reapplying for a porch with an architectural pediment and pilasters for the front door previously approved by the Commission because the COA has expired. (Exhibit D) East Wayne Street Standards: M. New Construction New construction includes any new building or structure constructed within the boundaries of the historic district, or any new addition to an existing building. New construction should be designed considering the appearance of the other buildings in the neighborhood. A. Height and Proportion Required: The height of a new structure and its height to width proportions shall be consistent with adjacent buildings in the districts. The building height shall be no greater than that of the tallest existing structure and no less than that of the lowest existing structure of the same type in the same block. Fagade proportions shall be established by permitting no structure with a fagade wider or narrower than those existing in the same block. Additions to existing buildings shall be related in height and proportion to the existing structure. B Building Materials Required: Exterior materials used on a new structure shall be compatible in scale, texture, color with adjacent structures. Materials used on an addition to an existing structure shall relate to.the existing or original materials of that structure. As much of the original structure as [possible shall be retained so that the addition could be removed without damage to the basic structure and appearance of the building. (Full text of the Standards is attached) RECOMMENDATION: Staff recommends approval. The Miller's have been consulting with the Commission for over two years on this project. The Standards and Maintenance Committee along with the Staff met with the Miller's in January, 2005 and approved of the concept of this addition to this house. The Millers have engaged an architect that has designed an addition that is appropriate in size and scale to the house. The new materials will match the original construction. The porch over the front door compliments the architectural style of the house.
