STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: February 14, 2007 <br />Application Number: 2007-0206 <br />Property Location: Extension between Riverside Drive and Riverbank near Riverside Drive and Angela <br />Intersection <br />Property Owner: City of South Bend <br />Landmark or District Designation: Landscape element in Riverside Drive Local Historic District <br />Rating: Not Rated <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: The location is green space between <br />the east side of Riverside Drive and the river bank on the extreme northern boundary of the District across <br />from Brownfield Park. <br />APPLICATION ITEMS: The Project is called River Crossing No. 5 Improvements. It will install a new <br />sewer line under the St. Joseph River between Riverside Drive and Northshore Boulevard using a micro bore <br />system technique that will not interfere with the river bank or tree line. When the project is completed (antici- <br />pated four and one half months construction) the only visible sign will be a new 48" man -hole cover in the <br />green space about 10' from Riverside Drive. Any curbing will be replaced with concrete curbing. There may <br />be one tree near the curb that may need to be replaced. The Department of Public Works has contacted the <br />city forester for recommendations and a planting schedule. <br />Riverside Drive Guidelines: I The Environment A. The District Environment: Required: Distinctive <br />existing features such as parks, gardens, streetlights, fences, signs, benches, walkways, streets, alleys and <br />building set backs shall be retained. New plant materials, fencing, walkways, streetlights, signs and <br />benches shall be compatible with the character of the neighborhood in size, scale, material and color. <br />Recommended: Whenever possible, the original features should be restored. <br />(Full text is attached.) <br />RECOMMENDATION: Staff recommends approval of the project. It will not visibly alter to any great <br />degree the green space elements along Riverside Drive. The Department of Public Works has contacted the <br />City Forester for his recommendations to return the site to its original state. This project will create a <br />redundant system to the current pipeline that takes 60-70% of South Bend's sewage to the treatment plant plus <br />will alleviate some of the odor issues in Leeper Park and on Northshore Boulevard. <br />
