MINUTES OF A MEETING OF THE HISTORIC PRESERVATION COMMISSION OF SOUTH BEND & SAINT JOSEPH COUNTY December 17, 2007 13`h Floor Conference Room County — City Building, South Bend, Indiana Members Present: Joann Sporleder, Timothy Klusczinski, Mary Jane Chase, Lynn Patrick, Linda Riley (late arrival), Jerry Ujdak, Todd Zeiger Members Absent: None Staff Present: Catherine Hostetler, Amy Herdman, Shawn Peterson Also Present: Don Sporleder, Kevin Wilson CALL TO ORDER, ROLL CALL: President Tim Klusczinski called to order at 7:05 pm I. PUBLIC HEARING Application Number: 2007-1120A Property Location: 1344 E. Wayne Street South Property Owner: Kevin Wilson Landmark or District Designation: East Wayne Street LHD Rating: Contributing STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT: This 1925 Colonial Revival house was built by Whitcomb and Keller and sold to Ruth and Anton W. Peterson in 1927. Mr. Peterson was president of Peterson Battery and Ignition Company located at 321-325 Lafayette. Mrs. Peterson was a nurse and director of the Nurse's Registry for St. Joseph County. This house had eight additional owners before it was purchased in 1995 by Kevin Wilson APPLICATION ITEMS: To demolish non -original 2'/2 car garage and replace with new 3 car garage tying in with existing concrete slab. The garage will be built in a style and with materials to compliment the house. Please see attached drawings and site plan. STANDARDS FOR EAST WAYNE STREET: III NEW CONSTRUCTION, C. SHED AND ACCESSORY BUILDINGS: Accessory buildings are those structures that serve a specific subordinate function to the residence. These include garages, carports and storage sheds. All of the accessory buildings are located in the rear yard. Most of the garages were designed in an architectural style related to the residence and were constructed at the same time as the residence. REQUIRED: Accessory buildings shall be located at the rear of the property and as unobtrusively as possible while preserving historical relationships between buildings, landscape features'and open spaces. Proportions and materials shall conform to those required for new construction. RECOMMENDED: Accessory building designs should be compatible in character and mood to the residence and the neighborhood. RECOMMENDATION: Staff recommends approval. The proposed garage will replace a non - original structure. It will be in a style and scale to the house and located at the rear of the property and not visible from the street.
