64 Prohibited <br />65 No changes may be made to the appearance of the site by removing trees, fencing, walkways, <br />66 outbuildings or other elements before evaluating their importance to the property's history and <br />67 development. Front yard areas shall not be transformed into parking lots nor paved nor <br />68 blacktopped, nor enclosed by solid fences, chain link, nor industrial/commercial style fences. The <br />69 installation of unsightly large devices, such as television satellite dishes, skylights or solar panels, <br />70 shall not be permitted in areas where they detract from the architecture of a building, are intrusive <br />71 to the public view of the building or are highly visibly from a public street, or ruled inappropriate <br />72 after Commission review. Utility poles with high-intensity overhead lights should be installed so <br />73 that they cannot be seen from a street. The Commission will evaluate all installations as well as <br />74 any potential exceptions resulting from special circumstances, before granting a C of A. <br />75 RECOMMENDATION: Staff recommends approval of both items. The fence style is more <br />76 appropriate to the site than the solid wooden fence. The standards and guidelines for Chapin Park <br />77 are silent on the use of fencing the rear of the property and concentrate more on the front yard <br />78 views which require the open views which this style possesses. <br />79 Tim Klusczinski: Is the petitioner present? Would you care to make a short presentation? <br />83 Robert Sedlack: Sure, I will be very brief. The report that Tim Klusczinski just read is <br />84 <br />very accurate, the rotting wooded fence we would like to replace with a <br />85 <br />more historic architecturally accurate fence. We looked briefly into <br />86 <br />wrought iron fences and realized that they were well beyond our means. <br />87 <br />The ornamental aluminum recreates that look. We are paying a little <br />88 <br />extra for the finials to top off the top of the fence to make it even more <br />89 <br />architecturally accurate. It is a safety issue with kids and a replacement <br />90 <br />issue with an old rotting fence. I think that is all that I have to say.
