STAFF REPORT <br />CONCERNING APPLICATION FOR A <br />CERTIFICATE OF APPROPRIATENESS <br />Date: August 9, 2007 <br />Application Number: 2007 -0719 <br />Property Location: - 1228 E. Wayne Street LHD <br />Rating: Contributing <br />STATEMENT OF SIGNIFICANCE /HISTORIC CONTEXT: This Colonial Revival residence was <br />built in 1927 for Roy W. and Luella Kilmer. Mr. Kilmer was a paneler at Studebaker. The house is <br />believed to have remained in the Kilmer family until 1966 when it was sold to John J. and Margaret <br />Loughlin, a teacher at Adams High School. It is currently owned by Colleen and Martin Ingelsby. <br />APPLICATION ITEM: Remove Crab Apple Tree in front yard. Tree blocks view of home, blocks <br />sunlight to other landscape features. Landscape Company suggested removal to preserve other <br />trees/bushes /lawns. Also to remove front bushes to be replaced with more appropriately sized landscape. <br />Will use recommendations from Historic Guide Book <br />STANDARDS AND GUIDELINES: I The Enviornment, B.Building Site, Landscaping and <br />Accessories: Required: Major landscaping items, fencing, walkways, private yard lights, signs (house <br />numbers) and benches which reflect the properties history and development shall be retained. Dominant <br />land contours shall be retained... Recommended: New Site work should be based upon actual knowledge <br />of the past appearance of the property found in photographs, drawing and newspapers. New site work <br />should be appropriate to the existing surrounding site elements in scale, type and appearance. Plant <br />materials and trees in close proximity to the building that are causing deterioration to the building's <br />historic fabric should be removed. However, trees and plant materials that must be removed should be <br />immediately replaced by suitable flora. Appendix B Landscape Assessment Summary is attached for <br />reference. <br />STAFF RECOMMENDATION: Staff recommends approval. The crab apple tree is interfering with <br />the landscaping in the lawn and the view of the house from the street. The old overgrown, front bushes <br />will be replaced with more appropriate bushes. <br />
